Lieutenant General VK Pillai, relinquished the command of Andhra, Tamil Nadu, Karnataka & Kerala Area (ATNK&K Area) on Friday.
The General Officer was commissioned into 2 Rajput Regiment on May 12, 1974 and is retiring from the Indian Army after 39 years and eight months of dedicated and distinguished service to the nation. As the General Officer Commanding of the largest Area of the Army spanning the four Southern States of the country, the General Officer has made substantial impact in areas contributing to the welfare of lakhs of service personnel, veterans and their families.
The improvement in Ex-servicemen Contributory Health Scheme (ECHS) was one of his key result areas, which under his vision and guidance, has expanded to every nook and corner of the Southern States, thereby benefitting those veterans and families who sacrificed their best days in the service of our nation.
His contribution to infrastructure development, improving the quality of education facilities including sports and the quality of life had tremendous effects in the lives of every soldier and their families in his area of jurisdiction.

HC gives green signal to CMDA for demolishing Multi-speciality hospital building

Chennai:
A hospital building in Korattur is set to face demolition after Madras High Court rejected the petition challenging the notice sent by Chennai Metropolitan Development Authority which rejected planning permit and ordered the promoters of hospital to restore the land to its original position.
The order which was passed by Justice Satish K Agnihotri and Justice K K Sasidharan observed that the hospital promoters without obtaining planning permission constructed a hospital building.
“Moreover, without obtaining licence from the statutory authorities including fire department, an multi-speciality hospital in the illegally constructed building started functioning without knowing the stability of the building as well as its structural soundness,” the judges observed.
Hitting out at the Corporation officials for colluding with the petitioners, the court said even the Ambattur Municipal commissioner was also a party to this statutory violation on account of assignment of building without planning permission.
“It is a wonder as to how a hospital could be conducted in an illegal building without attracting the attention of the authorities,” the judges observed.
“The application submitted by the builder for regularization would not amount to stay of enforcement action. Therefore CMDA was perfectly correct in issuing the impugned notice,” the court observed.
The High court also stated that it is high time that the executive and political apparatus of the state take serious view of the menace of illegal and unauthorized construction and stop their lobbies of affluent class of builders and others, else even the rural areas of the country will soon witness similar chaotic conditions.
Stating there is a duty cast on the court to direct the statutory authorities to act in accordance with law, the court said that there is no stay as on today prohibiting CMDA from taking enforcement action. “We direct the Chennai Corporation, Fire Force department and Pollution Control Board to take immediate action in the matter in public interest,” the judges said.

HC rules out arbitration to settle FMSCI row

Madras High court has dismissed the plea by chief executive of The Federation of Motor Sports Clubs of India (FMSCI) Rajan Syal stating that the suit filed by Shrikant Karani of Sportscraft is not maintainable as there is an arbitration agreement between the two.
The decision of the High Court comes after Shrikant Karani of Sportscarft questioned the decision of the FMSCI to introduce a change in its regulations that allowed only non-profit clubs to be members of its council in the court.
Dismissing the plea by Syal, Justice R S Ramanathan observed that the issue involved in this case is whether the Federation of Motor Sports Clubs of India and Sportscraft can amend the criteria regarding qualification of a member.
“It cannot be decided in arbitration and it has to be decided in a court,” he said.
“There is no clear proof of existence of an arbitration agreement between the parties and the clause in the annual return will not have the effect of agreeing to refer any dispute to arbitration in the absence of any clause for arbitration in the Articles of association and the issue involved in this suit is not an arbitral issue. The application to refer the dispute to arbitration cannot be sustained,” he observed.

Elevated stretch metro rail Trial run for the first time

The much awaited inaugural trial run of Chennai Metro rail was conducted in a 1.5 kilometre stretch of Wednesday and Chennaites could soon see the metro train chugging between Koyambedu and Ashok Nagar in the next two weeks.
The suspense over the trial run, which was scheduled to be held earlier this month, got over at 9.30 am when the train started from train started from the yard, crossed over the ramp and reached the regular line in the viaduct also known as shunting neck.
It was conducted under the watchful eyes of Metro rail managing director P K Bansal along with other Chennai metro rail officials, General Consultants and officials from Alstom.
A metro rail spokesman said that the spokesman said that the trials on the 1.5km  stretch will continue for the next six to seven days. After which trials will be conducted on the viaduct from Koyambedu to Ashok Nagar station next month.
Interestingly, sources said further work on Washermenpet to Tiruvotiyur corridor will begin after getting clearance from the Union government. Sources also stated that a detailed project report will also be prepared for the second phase of the project only after the government selects the route.
Meanwhile, Chennai Metro Rail has called for tenders after terminating the contract to Consolidated Construction Consortium Limited for the delay in construction of railway stations on the elevated stretch from Koyambedu to St Thomas Mount.
A CMRL spokesman said that it would be finalized by the end of February. This comes as Chennai metro rail is making efforts to meet the June-July deadline so that Chennaites can start enjoying 11km metro rail ride on elevated stretch between Koyambedu and St Thomas Mount.

HC directs child welfare committee to keep 20 rescued Meghalaya children in temporary shelter

The Madras High Court on Thursday directed the Chairman of Child Welfare Committee in Krishnagiri to keep the 20 children of Meghalaya rescued from a hostel in the temporary custody till further orders.
In an interim order, Chief Justice of Madras High Court Rajesh Kumar Agrawal and justice K RavichandraBaabu  directed the chairman of Child Welfare Committee in Krishnagiri to keep the children in the non governmental organization Narendra Nambikkai Natchathiram in Hosur and appointed C Thirumagal, a seesions judge of Magalir Neethimandram in Krishnagiri to monitor the welfare measures provided to the children.
After going through the status report filed by Child Welfare Committee as well as the sub-collector of Hosur and also rejoinder affidavit of parents, the judges passed the interim order to protect the welfare of the children during the pendency of the proceedings.
It has also directed the Sessions judge to file a report within the next two weeks on whether the NGO in Hosur is providing proper shelter, clothing food and education to the 20 Meghalaya children.
It also directed the Child Welfare Committee to render all assistance and cooperation to the sessions judge.
The children were moved from a hostel Trust to Meghalaya to a temporary shelter Nambikkai Natchathiram, a NGO recognized by the state government, in Hosur, after the Child Welfare Committee took cognizance of a complaint filed by one Narayanan and invoked section 38 of Juvenile Justice (Care and Protection of Children) Act 2000. It also ordered the children to be sent back to Meghalaya. In its status report CWC said the hostel violated the provision of the Juvenile Justice Act by trafficking the girl children from Meghalaya to Tamil Nadu.
Interestingly, the petitioners, claiming to be the parents of the children, have stated that they on their own and for the betterment of children and with their consent had willingly sent their children to the hostel run by the trust for better future and higher education.
Claiming the allegations against the Trust Hostel as baseless, the parents alleged that the children were not given proper food besides they were beaten and abuse frequently and coerced to go back to Meghalaya at the temporary shelter. They also alleged that the children were forced to eat inedible food.
“By taking note of these rival contentions and before deciding the larger issue involved, we would like to ensure that these children are being taken care of and treated properly without room for any complaint during the pendency of the proceedings,” the judges observed.

Relief for actress Anjali

Madras High court has admitted a petition by actress Anjali and granted interim stay on all further proceedings pending before XVII Metropolitan Magistrate, Saidapet.
The order was passed by Justice CT Selvam after hearing a petition filed by the actress.
A defamation case was filed against Anjali by Kalanjiyam on XVII Metropolitan Magistrate, Saidapet, for accusing him of harassment.
Justice CT Selvam after hearing the petition said that since there is no representation from respondent the interim stay is admitted.

Tamil Nadu government incurred Rs 55 crore loss due to defective construction of multi-storied building at Ukkadam in Coimbatore and this could have been avoided had the designs scrutinized at the initial stage itself, according to a audit report by Comptroller and Auditor General.
 The report said that the Union government sanctioned a project for the construction of 2232 tenements in ground plus three floor pattern at Ukkadam at a project cost of Rs 55.35 crore in the 9th Central Sanctioning and Monitoring Committee meeting on February 2007.
The state government approved to take up the construction in ground plus three floor stroried structure initially with foundation designed for ground plus five floors pattern and then to build two additional storeys subsequently. The state government accorded sanction for funds worth Rs 67.49 crore.
Due to tender excess and excess in cost of amenities to be provided for ground plus five storied building, the project cost was raised to Rs 76.34 crore, which is Rs 8.84 crore more than the approved amount of Rs 67.49 crore. Interestingly, the revised proposal was given administrative sanction only on June 11, 2012.
The work started as per the structural design given by National Institute of Technology, Trichy prof Dr C Natarajan. Surprisingly, on nearing completion of the project, some blocks were damaged due to defective construction resulting in a loss of Rs 55 crore.
The government stated that Chief engineer (buildings), PWD Trichy region and Superintendent Engineer of PWD, Chennai were nominated to inspect and study the design as per terms of reference formulated.
It also stated that there is no procedure in Tamil Nadu Slum Clearance Board for obtaining expert opinion for the structural designs from PWD.
The CAG report states that the damage could have been averted if the government or Tamil Nadu Slum Clearance Board nominated Public Works Department experts to verify or scrutiny the structural design given by NIT and soil investigation conducted by PSG College of Technology, Coimbatore at the initial stage itself

Revenue Intelligence officials raid Nokia offices

Chennai:
Nokia offices in Gurgaon and Chennai were raided by Directorate of Revenue Intelligence on Wednesday following a complaint that Nokia has not paid custom and central excise duty properly while importing goods.
The raid was confirmed by Nokia. In a statement Nokia said that the DRI officials visited its facilities.
“Nokia extended its full cooperation to the authorities, duly responding to all queries raised and extending its full support to help them during their visit,” a Nokia statement said.
DRI sources said that Nokia imported software for which it did not file proper bills of entry for a year. It is a serious lapse and authorities are assessing the revenue implications of it.

Deficiencies resulted in boat tragedy in Andamans, says Vasan

Union Shipping minister G K Vasan on Tuesday expressed concern over reported deficiencies that resulted in the boat tragedy in Andaman and Nicobar Island and said necessary steps should be taken to prevent such incidents.
Speaking to reporters after inaugurating the Lighthouse Heritage Museum here, the minister said that there were deficiencies reported by the survivors of the tragedy.
Although a magisterial probe is being ordered but the survivors told me during my visit to Kancheepuram that the boat was overloaded and not everybody had lifejackets.
Besides whether the officials followed the guidelines or not would be known only after the probe, Vasan, who had earlier visited the families of those who died and the survivors in the boat tragedy, said.
“I urge the Union home minister and Lt governor of the Andaman and Nicobar Island A K Singh to take serious steps so that such sort of incidents are not repeated.
Earlier addressing a gathering after inaugurating the museum, Vasan said that lighthouse tourism would also be started in Rameshwaram and Kanyakumari soon.
Interestingly, the minister also has reduced the fee for visiting the lighthouse for students after a request was made by local MP P Viswanathan.
He also said a laser show will also be launched in the vicinity soon. He also highlighted that a pilot project to identify suitable transponders for fishing vessels is in progress. “This is intended to caution other vessels plying close to the coastline against possible collisions,” the minister said.
The minister also sought an early solution to the fishermen issue between Indian and Sri Lanka and said in the next 15 days talks between fishermen and officials between both the countries will be held in Colombo.

IIT Madras establishes first National Cancer Tissue Biobank



Chennai: Indian Institute of Technology Madras announced the setting up of a Cancer Tissue Biobank- a unique, first of its kind community based venture.
This tissue biobank is a collaborative effort between the Department of Science and Technology, Government of India and IIT Madras.
The DST had awarded Rs 27.81 crore towards the establishment of this facility in IIT Madras. This project will be spear headed by Prof S Mahalingam, Department of Biotechnology of IIT Madras. 
The project aims to attract voluntary contribution of cancer tissues by individual patients and treating doctors/institutions. This effort has become important with the advent of genomic medicine.
Such type of indigenous research is mandatory for progress in advancement of cancer therapeutics for our community. This community based venture will help to reflect on cancer incidence, diagnostics and treatment outcomes.
IIT Madras initiated the biobanking process with Cancer Research and Relief Trust (CRRT), Chennai and aims to collaborate with various institutions/organizations and encourage voluntary donation of cancer tissues by patients.
Measures will put in place for appropriate collection, transport and storage of such tissues in centralized tissue bank to be located within the premises of IIT Madras.
Research institutions or organizations with appropriate regulatory approval may have an access to these stored tissue samples with an aim to identify suitable drug targets and biomarkers.
This is aimed at discovering “personalized treatment” with less side effects, early detection and prevention of cancer.
IIT Madras has provided a complementary funding of Rs 3.9 crore in addition to the support from DST, Government of India.
Further, IIT Madras will also provide 10,000 square feet space exclusively for biobank with required storage and security facilities and has an infrastructure to accommodate 25,000 cancer tissue samples initially over a period of 5 years.
Super-resolution imaging system, cell sorting facility and next generation sequencing facilities will also be housed in the biobank.
IIT Madras will be involved in training, education and research of the next-generation biobanking process. Upon standardizing the system and process within the central facility at Chennai, this process will be duplicated at nodal stations in peripheral areas. This will propel cutting edge cancer research for the basic scientists and facilitate translational research in synergy with collaborating clinicians.

Actress Suhasini Maniratnam is likely to don a new role as the brand ambassador of Luxembourg.
The actress, who took everyone by surprise with her presence in an interactive session with Luxembourg ambassador Gaston Stronck at a function organized by Madras Chamber of Commerce and Industry here on Monday, said that she has been shortlisted for promoting Luxembourg in India.
“The clearance has to come from the Ministry of External affairs and Luxembourg government. It will take another six months,” Suhasini, who made her film debut in 1980 with the Tamil film Nenjathai Killathe for which she won the Tamil Nadu State Film Award for Best Actress, told Express smilingly.
However, during the meeting, which was also attended by honorary consul general of India to Luxembourg Venkataraman, the actress was seen keenly listening to the queries put forward by the Indian businessmen.
The actress said that she was shortlisted as Luxembourg was looking for a person with arts background and she fit the bill.
Interestingly, Luxembourg is planning to spread awareness about business opportunities in the country. “most people in India lack awareness about Luxembourg and even if they do they don’t know about the business opportunities in the country,” said Stronck.
Venkatraman said that Luxembourg officials have launched an awareness drive by travelling across India.
Interestingly, the country has also entered into student exchange agreements with PSG group of institutions in Coimbatore and Great Lakes Institute in Chennai.
Urging investors from Chennai to invest in Luxembourg, Stronck said the main focus of Luxembourg is to provide jobs to its citizens. The country has a high unemployment rate of 7 per cent.

Naval experts have ruled out any threat to visitors from decommissioned Indian Navy submarine INS Vagli once it is converted into museum.
The death of two workers due to asphyxiation after they had gone inside the submarine, the oldest operational submarine of the Indian Navy that was decommissioned at Visakhapatnam on December 2010, to undertake maintenance work sparked concern over the viability of it being converted into museum.
But Commodore Amar K Mahadevan, Naval Officer-in-Charge of Tamil Nadu and National Maritime Foundation regional director and Commodore (retd) S Shekhar, Regional Director of NMF, Chennai Chapter said that the submarine is safe for visitors as it will have open spaces and ventilation when it is being converted into museum.
Commodore Mahadevan said that the three workers, who had gone to undertake maintenance work, got trapped in a constricted space. “The whole area was under water for a long time. It was rusty and that could have resulted in loss of oxygen,” Mahadevan said.
Shekhar says that Vagli is a Vela class submarine and is similar to the INS Kursura S20 which was decommissioned and converted to a museum. “It has been successful for the last seven years. So I don’t think it will have any issue,” he said.
Interestingly, on Wednesday a steering committee metting of Maritime Heritage Museum will also discuss the issue besides shifting the submarine to 30 acres of land abutting the beach near the UNESCO declared World Heritage site, “Shore Temple”, said Shekhar. He said that NMF is offering its technical expertise to the state government in this regard. He said some more portion in the submarine has to be cleared so that there is no problem with ventilation.
Top state government officials could not be contacted in this regard.
Meanwhile, the bodies of the workers identified as Bhavani Shankar and Mahendran have been sent to their respective homes. The bodies were fished out by Indian Navy as well as Central Industrial Security force besides divers from Nirikshan, a private firm and port fire service. Another worker Jayakumar is recuperating at Government general hospital, a Chennai port official said.

Eight more coaches of Chennai Metro Rail arrive from Brazil

Chennai:

Eight more rakes of Chennai Metro Rail train reached the Chennai shores on Monday and is expected to be transported to the Rs 198 crore state-of-the art depot on Tuesday night.

The eight sealed rakes were offloaded from the ship on Monday morning. They arrived from the Brazilian port of Santos.

With its arrival now, the Chennai Metro Rail yard will have five metro trains. Four more trains imported from Brazil are to reach the Chennai shore soon. They will also be shipped out in pairs, a metro rail spokesman said.

The coaches were transported from the vessel to Namakkal Transport Carriers (NTC) vehicles. NTC has a three-year contract with Chennai Metro Rail to transport the metro rail coaches from the port as well as Sri City to the yard.

A Metro rail spokesman said that the first Chennai Metro train that is being built in metro rail coach making facility at Sri City Special economic Zone near Tada in Nellore district will be rolled out next month end. NTC officials said that they have yet to be assigned the dates on when to ship the trains from Sri City.

Although the official inauguration of  Sri City plant has yet to happen, the first roll out from Sri City out is expected by February, a metro rail spokesman said.

The rail cars will be produced with an indigenisation level of around 35 per cent. It is believed the site design and construction of the plant is based on technology shared from Alstom’s global manufacturing facilities as well as its major transport hub in Lapa in Brazil from where the first metro train was rolled out.

NCSC slams TRB; demands ATR on failure to implement reservation policy for recruitment under TNTET

The National Commission for Scheduled Caste has demanded an action taken report from the state government and slammed the Teachers Recruitment Board for not implementing the provision for relaxation of minimum qualifying marks in Tamil Nadu Teacher Eligibility Test besides terming the act as “arbitrary, unjust, unlawful and against the reservation policy.’

In a letter to D Sabitha, school education secretary and Vibhu Nair, chairman of Teachers Recruitment Board (TRB), D Venkatesan, the director of NCSC demanded an Action Taken Report immediately besides seeking action against the erring officials responsible for non-implementation of reservation policy under section 4 of the Prevention of Atrocities Act 1989.

“Being a nodal agency, TRB has not allowed the school management to participate in the implementation process of a Government Order. The unilateral process of TRB appears to be against the reservation policy of Tamil nadu government,” Venkatesan said.

NCSC has demanded the ATR after general secretary of State Platform for Common School System Prince Gajendra Babu urged the director to ensure that the provision for relaxing minimum qualifying marks for the reserved category as provided in Government Order be implemented.

He said in the complaint that TRB has arbitrarily proceeded to issue call letters for candidates who have secured 60 per cent and above in TNTET held in August 2013 without providing any relaxation in minimum qualifying marks for the reserved categories.

This unilateral process of the TRB appears to be against the reservation policy of the state, he has said.

Urging the NCSC to ensure the provision is implemented for TNTET held in august 2013 as per the reservation policy of the state, he said NCSC should initiate action against the officials responsible for non-implementation of provision meant for safeguarding the welfare of SC and ST.

He had also urged the NCSC to ensure the backlog vacancies are filled separately besides ensuring that TRB modifies the vacancies categorywise before the start of all future recruitment process.

Sekhar Basu, a renowned nuclear scientist, and one of the architects of India’s 80 MWt compact Pressurised Water Reactor (PWR), which will power Arihant, the country’s nuclear-powered submarine has been honoured with the prestigious ‘Padma Shri’ Award.
Dr Sekhar Basu was heading the BARC facilities in Kalpakkam since 1988 and was responsible for commissioning of Land Based Nuclear Submarine Propulsion Plant at Kalpakkam.
This shore-based reactor at Kalpakkam started operating from September 22, 2006. An exact replica of this has gone into Arihant, which has been launched at Visakhapatnam.
Presently, he is the Director of Bhabha Atomic Research Centre (BARC) and also the Chief Executive of the Nuclear Recycle Board (NRB).
Basu graduated from Veermata Jijabai Technological Institute (VJTI), University of Mumbai in mechanical engineering in 1974 and completed post graduate training programme in Nuclear Engineering at BARC in 1975.
He was absorbed in the Reactor Engineering Division of BARC and completed the development of fuel for Boiling Water Reactors.
He then started pursuing BARC programmes in strategic areas.
 He was assigned the responsibility of Nuclear Recycle Programme and constructed reprocessing and waste management plants at Tarapur and Kalpakkam. A new reprocessing plant named ‘Power Reactor Fuel Reprocessing Plant’ has been built under his guidance at Tarapur.
 After taking over as Director, Bhabha Atomic Research Centre in 2012, Dr. Sekhar Basu is associated with research in basic and engineering sciences covering physics, chemistry, bio-medical, materials etc.  Apart from pursuing programmes of BARC in various strategic areas, he is also working towards major expansion programmes of BARC in food and health sector.
 Recently, he has also been involved in the international Fusion Reactor Programme, ITER, France.

Two workers die after being trapped in Indian Navy's decommissioned submarine Vagli



Chennai:
Two workers died and another rescued by divers when they got trapped in a decommissioned submarine Vagli docked at the Chennai Port on Monday evening.
Mishra told Express that the three, employees of a private conservancy contractor, had gone into the decommissioned submarine for maintenance work.
In a bid to rescue them, Indian Navy, CISF, and divers from Nirikshan, a private firm and port fire service were pressed into service, Mishra said.

Only one was rescued while two others were brought out dead from the inner chamber of INS Vagli.

INS Vagli is the oldest operational submarine of the Indian Navy, that was decommissioned at Visakhapatnam on December 2010. The submarine was to be transferred to the 30 acres of land abutting the beach near the UNESCO declared World Heritage site, “Shore Temple” soon.
