Tamil Nadu Imposes Midnight Ban on Real-Money Gaming, Raising Fears of a Black Market

The
Tamil Nadu Online Gaming Authority (TNOGA) has introduced new
regulations banning real-money online gaming between midnight and 5 AM,
sparking criticism from experts who argue that the move could drive
players toward illegal platforms.
While TNOGA maintains that
gambling remains illegal at all times, critics warn that shutting down
regulated platforms overnight may have unintended consequences. Abhay
Raj Mishra, president of Public Response Against Helplessness and Action
for Redressal (Prahar), cautions that the restrictions could push
vulnerable players to unregulated and illicit gaming sites. He urges
TNOGA to reconsider the ban, citing national security concerns, and
calls for broader regulations that also address non-monetary video
games.
Cyber law expert Anuj Agarwal, a Supreme Court Bar
Association member and Chairman of the Centre for Research on Cyber
Crime and Cyber Law, echoes these concerns. He argues that excessive
restrictions on legal platforms could drive users to offshore gambling
sites, which are harder to regulate. Instead of outright bans, he
advocates for a balanced approach that combines regulation with
community education.
Defending the measure, TNOGA Chairperson Md
Nasimuddin emphasizes the importance of sleep and overall well-being.
“Gaming at the expense of sleep is extremely harmful to both physical
and mental health,” he states, referencing Jonathan Haidt’s book The
Anxious Generation, which explores the impact of excessive smartphone
use on mental health. Additionally, the World Health Organization (WHO)
has classified gaming addiction as a disorder, reinforcing TNOGA’s
concerns.
India, home to over 568 million gamers, boasts the
world’s largest gaming market. However, the absence of clear guidelines
differentiating legal gaming platforms from illegal gambling sites
remains a challenge. While many Indian states prohibit gambling,
real-money skill-based games continue to be legally promoted.
To
combat the rise of offshore gambling advertisements, the Advertising
Standards Council of India (ASCI) has partnered with industry
federations such as the Federation of Indian Fantasy Sports (FIFS), All
India Gaming Federation (AIGF), and E-Gaming Federation (EGF). This
collaboration aims to establish a monitoring cell to track and report
unauthorized gambling promotions.
Despite the new restrictions,
critics remain skeptical about whether banning late-night gaming will
effectively curb illegal gambling or merely push players toward
unregulated alternatives. In a further attempt to tighten regulations,
the Tamil Nadu government has imposed strict age restrictions, barring
individuals under 18 from playing real-money online games. The TNOGA
(Real Money Games) Regulations, 2025, will mandate KYC verification
during account creation to enforce these age limits.

Legal Hurdle Stalls Ambitious Land Pooling Project in Tamil Nadu

A pilot land pooling project under the AMRUT scheme, aimed at transforming the infrastructure and land use in three villages—Agaramthen, Madambakkam, and Kovilancheri—is facing a significant setback. The project, which covers 242.82 hectares at a cost exceeding Rs 700 crore, has hit a legal roadblock after the Madras High Court issued an interim order halting final approvals by the Chennai Metropolitan Development Authority (CMDA).
A bench of judges, led by D Krishnakumar and P B Balaji, has issued an interim stay preventing the CMDA from issuing any final orders regarding the scheme. However, the court clarified that the ongoing processes under the project may continue. This decision follows several petitions challenging the way the scheme is being implemented.
Local landowners have voiced strong objections, arguing that authorities proceeded with the project without obtaining the necessary consent from the landowners.Functions under the scheme are being carried out by third parties, bypassing direct engagement with the landowners’ concerns and approximately 40% of the land is being taken over by the CMDA without any consent or compensation, directly affecting the petitioners.
Since 80% of the notified area is currently used for agriculture, converting these lands to non-agricultural use could disrupt local livelihoods and contradict existing legal precedents, including decisions by the Supreme Court.
Notified in draft form on January 9, the scheme aims to pool irregularly shaped private and public lands that lack proper access and infrastructure. The plan is to reconstitute these lands into regularly shaped plots that offer improved road access, parks, playgrounds, and other public amenities. Under this reconstitution, landowners are expected to receive at least 60% of the total land area back, with an appreciated value.
The land is categorized into three zones ==== Agriculture Use Zonem Primary Residential Use Zone and Mixed Residential Use Zone. Originally planned six years ago, the project gained momentum when the Tamil Nadu government revamped the Town and Country Planning Act in 2018. Further reinforcing this initiative, new rules for the Land Pooling Area Development Scheme were notified in 2024. This project is seen as a crucial step toward resolving the chronic issue of land unavailability for development projects.
While the project promises a significant transformation in urban development and infrastructure, the legal challenges and concerns raised by landowners underscore the complexities of balancing development needs with individual land rights. As the judicial review continues, all eyes remain on whether a fair resolution can be reached that benefits both the community and the broader developmental agenda.

air medical services.
This partnership aims to establish India’s
most extensive air ambulance network, eliminating geographical barriers
to critical care. ICATT will leverage its expertise to ensure ePlane’s
aircraft meet rigorous e-air-ambulance mission standards. The initiative
will significantly cut down response times for transporting patients,
organs, life-saving medicines, and medical equipment, especially in
rural and high-accident zones.
At the heart of this initiative is
ePlane’s flagship aircraft, the e200x—an ultra-compact, highly
efficient electric Vertical Take-Off and Landing (eVTOL) vehicle. With a
wingspan of just 8 meters, the e200x can take off from rooftops or
small open spaces, making it a perfect solution for emergency medical
evacuations. It can transport patients up to seven times faster than
traditional road ambulances, offering a safe, affordable, and
sustainable alternative to conventional medical transport.
This
collaboration between ePlane and ICATT marks a significant leap toward
