Fuel stations, jewellers see rush to exchange Rs 2,000 notes in Tamil Nadu

 

CHENNAI:  A week after RBI started phasing out Rs 2,000 denomination notes by allowing it to get exchanged in bank counters, there has been a steady increase in notes being transacted in petrol bunks and jewellery shops.

The maximum limit on exchange of 10 notes of Rs 2,000 denomination in the bank by an individual has resulted in people  looking at these avenues to dispose of the Rs 2,000 denomination notes. TNIE found there has been no serpentine queues in the bank or mad rush to exchange Rs 2,000 denomination notes, as was seen during the demonetisation period.

Madras Jewellers and Diamond Association Secretary S Shanta Kumar told TNIE there has been a sudden spurt in gold sales since the RBI announcement. “We have seen the gold sales go up by 10 to 15%. We are accepting the Rs 2,000 notes and they are later deposited in the bank,”  said Shanta Kumar, adding investment in gold is a safe bet as of now.

Tamil Nadu Petroleum Dealers Association president  KP Murali told TNIE petrol bunks are getting more Rs 2,000 denomination notes in a day. “Initially, we were getting 10 to 15 notes a day, and now this has increased to around 100. More notes are surfacing in the petrol bunks,” he said.

Meanwhile, traders in Koyambedu wholesale market are wary of trading in Rs 2,000 denomination notes. During demonetisation, many traders exchanged the junked Rs 500 and Rs 1,000 notes. However, the traders later faced the heat, with banks and I-T officials posing queries on how they could deposit such a huge chunk of these junked currencies.

Interestingly, many bank branches in and around Koyambedu are seeing a rise in `2,000 denomination currency deposits. “There has been an increase in Rs 2,000 note deposits,” an HDFC bank official said. A senior official from Axis Bank in Vepery said around 10 to 15 people on an average visit the branch to exchange the currency by providing one of their identity proofs, and their mobile numbers. 

“The crowd is manageable. Most of the Rs 2,000 currency is being deposited in the account,” she said.
Meanwhile, a private bank official, on condition of anonymity, said most of the Rs 2,000 denomination notes are yet to be offloaded. “We are getting queries from individuals to help them in the exchange,” he said.  Such pleas are being discouraged and the bank is under surveillance.

New electric buses on three routes from Chennai

Now Chennaites could relish travelling for the first time in electric buses from Chennai to Puducherry, Bengaluru and Tirupati routes. NueGo, a premium electric bus brand from GreenCell Mobility, commenced its first-ever electric bus services from Chennai to Tirupati on Friday while services to Pondicherry and Bengaluru will start in the next couple of days.

The new routes are added after successful operations in Hyderabad-Vijayawada and Bengaluru-Tirupati routes.  The buses are fitted with innovative technology and offer end to end convenience for travelers with buses being run on a daily basis.

With 12 schedules between Chennai-Tirupati route to begin with, followed by 12 schedules on Chennai-Pondicherry, and over 30 schedules on Chennai-Bengaluru route. In Chennai, the buses will start from Koyambedu, from PRTC Bus Stand in Pondicherry, from RTC  Bus Stand in Tirupati, and from Majestic in Bangalore. The services will be available at a special introductory price in Chennai-Tirupati and Chennai-Pondicherry, starting from Rs 319 per seat. These electric coaches can run 250 kilometres in a single charge, with the air conditioners on, in traffic conditions. The coaches are fitted with innovative technology and offer end to end convenience for inter-city travellers, a release said.

Newly proposed aerospace industrial park in Sulur could be gamechanger for MRO investments; Will have access to Air force station runway

Tamil Nadu government is planning to set up a Aerospace industrial park which will have access to the runway at Air Force Station in Sulur, making it an ideal hub for investments in Maintenance Repair and Overhaul (MRO), according to official sources.

This comes as TIDCO has floated a tender for identifying consultants for the preparation of techno economic feasibility report (TEFR) for the proposed industrial park in 200 acres of land.

By establishing the Aerospace Industrial Park, TIDCO aims to tap into the immense aerospace manufacturing potential in Tamil Nadu and provide the necessary infrastructure for the growth of this sector. This endeavor will not only create opportunities for manufacturing companies but also generate employment for the skilled workforce in the state, according to sources in TIDCO.

Coimbatore, renowned as an engineering hub, has a robust ecosystem of enterprises involved in the aerospace sector. Many of these companies are currently supplying components, equipment, and subsystems to Hindustan Aeronautics Limited. Coimbatore also houses a Base Repair Depot of the Indian Air Force, further solidifying its credentials as a strategic aerospace hub. The proposed aerospace industrial park is strategically located which can attract investments from the future platform projects of HAL as well.

Through TIDCO, the designated nodal agency for the development of Tamil Nadu Defence Industrial Corridor (TNDIC), the state government is undertaking numerous initiatives for creating a conducive ecosystem for Aerospace and Defence industries to energize and sustain
the growth potential of this sector in the state.

This also comes as the Union government has put forward the vision of achieving Rs 1,75,000 crore in aerospace and defence manufacturing and export of Rs 35,000 crore by 2025. One of the critical constraints in the way of attracting investments in the sector is lack of availability of adequate infrastructure for growth of aerospace and defence industries. Establishment of this greenfield industrial park will provide the necessary infrastructure to the aerospace and defence industries to grow and meet the increased demand, official sources said.

Official sources told TNIE that the Indian aviation market is poised to become the third largest in the world by 2026 and this represents a significant growth in the MRO market. Air India has placed an order of more than 800 new aircrafts which shows the increasing requirement for domestic MROs in the country. The MRO market in India is expected to grow from $1.7 billion to $4 billion by 2031. Also, the synergy between the civil and military MRO, which currently does not exist, is expected to be the norm in the future and would enhance the demand of aircraft components, official sources said.

Sources also indicated that the Ministry of Civil Aviation has recently announced the UDAN 5.0 which focuses last mile connectivity using smaller aircraft with seating capacity of 20 or less, operating from small airports. This scheme will boost the manufacturing of small aircrafts domestically and will increase the requirement of aviation components. This will attract a large number of investments in the aerospace components manufacturing, sources added.

Udayanidhi Stalin Foundation under ED scanner

 
Enforcement Directorate has attached Rs 34.7 lakh in the bank account of Udayanidhi Stalin Foundation in a Central Crime Branch case pertaining to defrauding of Lyca Group worth Rs 114.37 Crore.
According to Enforcement Directorate release, the bank account of the foundation was attached after investigation was carried out following the FIR registered by police against Kallal Group directoes and founders on the complaint of Gaurav Chachra, Director of Pettigo Commercio Internacional Lda, a subsidiary of the UK based Lyca Group having significant presence in India in form of Lyca Productions, Lyca Hotels etc.

He had alleged that  Kallal Group and its Directors Saravanan Palaniappan,  Vijaykumaran, Aravinth Raj and  Vijay Ananth alongwith, Mrs. Lakshmi Muthuraman and Preetha Vijayananth. Had defrauded the subsidiary of Lyca group of Rs 114.37 Crore.

During the investigation by ED, it was found that the fraud is actually of an amount of Rs.300 Crore as the Lyca Group had also made other investments/ loans to the accused group and its entities without any due diligence or rationale.

As a result, searches were carried out at both the accused and complainants on April 27 and May 16 which led to discovery of various incriminating evidences in form of digital evidences, documents, properties, suspicious cash and hawala transactions which is still under the ED scanner and investigations.

in order to secure part of the proceeds of crime, ED has provisionally attached various immovable properties across Tamil Nadu, valued at Rs. 36.3 Crore and further attached Rs. 34.7 lakh available in the bank account of Udayanidhi Stalin Foundation as it received the proceeds of crime amounting to Rs 1 Crore.

The trustees of the foundation failed to explain the rational for the above receipt from the parties involved in the case

Highways Department has sought `2.33 crore from Chennai Metropolitan Development Authority for preparing a detailed project report for linking East Coast Road and Old Mahabalipuram Road.


The project is important as it will improve linkage between OMR and ECR, which are two important roads catering to major employment and residential areas of the southern part of Chennai metropolitan area.


Most of the population working in the information technology sector along OMR go to ECR which is a leisure and entertainment corridor for activities, and making it more an integral corridor will ease traffic on these roads. Currently, limited connectivity between these two important roads results in extended detours, longer travel time and traffic congestion in areas served by roads.


This comes after Housing and Urban Development Minister Muthuswamy in 2021-22 announced a `180-crore project which includes widening roads between Kannagi Nagar at Okkiyam Thoraipakkam and Injambakkam and a high-level rotary bridge across the Buckingham Canal by linking ECR and OMR.


The minister carried out inspection on October 28, 2021 and finalised a link between Kannagi Nagar and Injambakkam for implementation. However, there was a hurdle which was revealed during discussion held with Water Resources Department, the custodian of waterbodies.


The department said construction of a bridge across the Buckingham Canal, which is a crucial part of the project, has to be based on guidelines of Inland Waterway Authority of India. As such it would require a vertical clearance of 7 metre for the navigational stretch of South Buckingham Canal. Apart from that, mud roads along the banks of the canal are only for inspection through jeeps and construction of roads as planned in CMDA proposal is not permissible.


As a result, an inter-departmental meeting was held to work out a solution where in parallel roads are to be constructed along the bunds of the canal. This would be done by strengthening the bunds and linking roads on both sides by rotary bridge intersections in two or three locations. According to sources, Water Resources Department said if the bunds are to be strengthened, the initiative is permissible. Now, a detailed project report from the Highways Department is mooted and funds to the tune of `2.33 crore for carrying out DPR is to be borne by CMDA.


The project was considered by CMDA as southern Chennai is poised to grow in the coming years and the expected corridor is poised for further growth. This also comes as the state government is set to restore the Buckingham Canal with plans to develop a blueprint for the canal's waterfront and use recovered land beyond the canal boundaries for infrastructure development, beautification, and recreational purposes.

TN sets up 18 member state high level committee to draft state urban development policy

Tamil Nadu government has set up a 18-member state high level committee chaired by Chief secretary for drafting the state urban development policy.

The policy will cover vision, strategy for spatial development, legislative framework, institutional strengthening, inter departmental coordination, urban planning capacity and other related aspects of urban development.

Of these 18 members, 10 are from the state government and rest eight are experts from various institutions like National Institute of Urban Affairs, National Institute of Technology, Trichy, IIT Chennai, School of Planning and Architecture, Delhi, Anna University, Madras Institute of Development studies, former planner from Mumbai Metropolitan Regional Development Authority and a former Hudco official.

The state high level committee was formed after Union Finance Minister Nirmala Sithraman announced that a high-level committee of reputed urban planners, urban economists and institutions will be formed to make recommendations on urban sector policies, capacity building, implementation and governance.

It is learnt that the Centre has already formed a 10-member core committee chaired by Keshav Varma, a former sector director of World Bank and former chairman of Sabarmati Riverfront Development Corporation in Ahmedabad. The core committee is assisted by a team of six member experts.

The state high level committee will undertake state specific studies which shall be funded under 'Technical sub-mission component of the Atal mission for rejuvenation and Urban transformation (AMRUT) 2.0 Scheme.

The Union Finance Minister has stressed during the budget to reimagine cities into centres of sustainable living with opportunities for all, including women and youth. For this to happen, urban planning cannot continue with a business as usual approach.

TN plans new policy on IT-BPM for next five years

In a bid to boost the information technology infrastructure in Tier-II and Tier-III cities and generate jobs in rural Tamil Nadu, the state government is planning to come out with a fresh policy for Information Technology and Business Process Management (BPM) for next five years, according to official sources.

The policy aims to revive the Information Communication Technology (ICT) Policy 2018 as there is a need for a shift in the policy in the post-Covid era with the inclusion of trending technology. The new policy is likely to focus on agritech, tele-medicine, electric vehicles, local businesses with technology and credit markets to revive the rural economy and generate revenue for the state, sources said.

The need for the policy comes as IT-BPM companies are planning to set up units in Tier-II and Tier-III cities. and are facing issues like non-availability of skilled manpower and lack of facilities to skill the students and train the teachers. Apart from this there is non-availability of land or building in well connected localities within the city to set up facilities which are closer to bus stops, railway stations, health centres and other basic infrastructure around it.

The state is one the first to bring in policy for development of business process outsourcing (BPO) industry in the rural areas in the year 2010. The policy was revived with an enhanced rural BPO policy in 2012. In order to promote jobs for rural students, the state under ICT Policy - 2018 decided to extend the levels of incentives and subsidies to the companies which are ready to invest in Tier-II and Tier-III cities as well as in rural locations.

For ensuring jobs across the state, the government is looking at providing incentives and subsidies to companies which are ready to invest in Tier-II and Tier-III cities such as Coimbatore, Madurai, Trichy, Salem, Tirunelveli and Hosur as well as rural locations. Apart from incentives, the state is also looking at providing 100% stamp duty exemptionfor lease or purchase of land or shed or buildings exclusively for IT-BMP set-up.

The Floor Space Index will also be relaxed to maximum extent of 100% for the designated IT-ITES parks all over the state. The certification will be undertaken by Elcot.

Similarly, one of the major issues in Tier-II and Tier-III cities is non availability of qualified manpower. due to migration to metro cities for better opportunities. To eliminate this issue, the policy covers training programs to ensure the availability of qualified talent. In order to skill the students, the content and curriculum will be enhanced with insights shared by the industry. The training modules are to be developed by firms identified by the purpose by Nasscom, sources said.

How many houses will Chennai require till 2046? Will there be an adequate supply of housing stock within the city? These questions will be answered by a study to be carried out by Chennai Metropolitan Development  Authority (CMDA). The study will be conducted by a consultant hired to assess the housing demand and supply patterns in Chennai Metropolitan Area.
The idea is to support the design of appropriate policies that can be supported through the third master plan, which is currently being prepared with the help of the World Bank.
According to sources, CMDA has decided to prepare the third master plan for 1,189 sq km and a strategic regional plan for the expanded area of 5,904 sq km.
Across CMA, the growing demand for affordable housing has brought a sense of urgency to address shelter needs across the housing spectrum, especially for low and middle-income households. Further, mixed housing (catering to a diverse range of affordability levels, tenure arrangements, and sizes) is essential to plan for an inclusionary and equitable metropolis.
CMDA will engage a consultancy to develop an overall, long-term, strategic plan that provides a comprehensive framework for meeting the projected housing requirements over the third master plan period.
The idea is to facilitate both improvements in the existing housing stock as well as the planning and realisation of diverse new housing solutions. These could be in the form of affordable housing, student housing or others through the regeneration of existing areas and planned development of green-field sites. The housing options will depend on unit size, tenure, urban form, and location, amongst others. Socioeconomic groups may be studied by household size, livelihood, and income categories and defined in per-capita household income.
The study will also address the challenges and specific requirements of unplanned areas in the city.
Earlier, Tamil Nadu carried out a demand assessment of 8.30 lakh houseless households in urban areas under PMAY's four components --- in situ rehabilitation, credit-linked subsidy scheme, beneficiary-led construction (BLC) and affordable housing in partnership (AHP). As per the housing for all missions, the houses constructed should be in the name of the female head or joint name.

Green Plan for Chengalpattu satellite town to reduce carbon footprint

The proposed Chengalpattu satellite town, comprising 60 villages from Chengalpattu, Thirukazhukundram and Thiruporur taluks, is being planned with an aim to reduce the carbon footprint and will have a power supply leveraging on a green power source.
The planning of the 9,553-hectare area would be done by taking into account the latest climate change strategies being followed in India as well as Tamil Nadu. This also comes as the state is planning to become carbon neutral by 2050.
CMDA is planning to hire a consultant for preparing a development plan. It will focus on sourcing green power for the satellite city apart from energy efficiency and watershed management.
According to the tender document, accessed by TNIE, the focus is on less carbon-intensive urban growth and the smaller built-up footprint of the metropolitan area.  The New Town Development Plan is expected to promote compact, mixed-use, mixed-income urban development using transit-oriented development, that is growth along the transport corridors.
The new city is likely to have a mobility plan for passengers and freight apart from features such as pedestrianization and cycling to reduce carbon footprint. Sources said that there is also a plan for heritage conservation and gender-inclusive plans that consider safe access to services and public places.
The other aspects include safe and affordable mobility; safety from violence and perceived gender-based violence; health and hygiene; security of tenure to affordable housing; employment opportunity and climate resilience plan that takes cognizance of the needs of differently-abled people and complies with the laws for differently abled people.
The housing minister in the state assembly last year announced the formation of new town development plans to develop urban growth centres in Thirumazhisai, Minjur, Thiruvallur, Chengalpattu and Kancheepuram and their respective surrounding areas as satellite towns. Subsequently, the New Town Development Plan for Chennai Metropolitan Area (Preparation, Publication, and Sanction) Rules, 2022 was issued under Section 18 of the Tamil Nadu Town and Country Planning Act, 1971.

The Enforcement Directorate on Tuesday conducted searches at the premises of production company Lyca-- the makers of Ponniyin Selvan. Search are underway at eight locations including T Nagar, Adyar and Karapakkam.

Lyca Productions is an entertainment company established by A Subaskaran in 2014, and is currently headed by GKM Tamil Kumaran. Lyca has been a major player in the Tamil film industry. The company has produced and distributed several big Tamil films.

Both Lyca and Enforcement Directorate officials did not comment on why the searches are being conducted. The search by the Enforcement directorate in Tamil Nadu happens in the wake of Income tax searches on G-Square. G-Square was searched following the BJP president K Annamalai releasing DMK files.

Royal Enfield to invest Rs 1,000 crore towards EV manufacturing facility in TN; First EV vehicle to be rolled out by 2025

Royal Enfield will be investing Rs 1,000 crore in Tamil Nadu towards electric vehicle manufacturing facility, product development and new product  development under Internal Combustion Engine portfolio.

Royal Enfield sources said it plans to roll out the first electric vehicle from its Vallam plant by 2025. "Royal Enfield has installed capacity of 1.2 million vehicles at its plant in Oragadam and Vallam. The production of electric vehicles will happen in the Vallam plant," Royal Enfield said.

This comes after Eicher Motors, the parent company, recorded fifth consecutive quarter of highest revenues at Rs 3,804 crore, and third consecutive quarter of highest Profit after Tax at Rs 906 crore.

Royal Enfield sources said that, "We are aggressively building our EV technology and are working towards creating a differentiated motorcycle that will have a global appeal. With our recent strategic investment of € 50 million in Stark Future, a Spanish EV start-up, we have made considerable progress on our EV journey. With their thought leadership in the EV technology space coupled with our engineering and industrialization capabilities, we believe this is a synergistic partnership and we plan to share EV platforms in the future."

"We are also building a strong team internally, and bringing in the right kind of talent. We have built a highly capable team with EV specialists who are working on the technology, business and customer aspects in the segment, at present we have more than 65 people as a part of our EV team.," sources told The New Indian express.

"We are progressing on our EV journey and have several ideas that are already in advanced stages of testing. Our approach toward our electro mobility journey is very different and we have spent considerable time to understand the market and trends. As a part of our rebalance vision, we have identified that both EV and ICE go hand in hand," Royal Enfield said.

Interestingly, Royal Enfield’s foray into EV comes when its rivals Bajaj Auto, TVS Motor and Honda Motorcycle and Scooter India have already entered the fray.

Grama natham land records would undergo change in nomenclature to avoid confusion as the government plans to introduce computerised natham record software to be used by citizens shortly. It will now be recorded as Ryotwari Manai, according to a Government Order released recently.

The change in nomenclature was necessitated as natham adangal records across the state are not uniform during natham settlement. In some places it is called natham manai with patta owner's name, in some places it is referred as natham poramboke with the patta owner's name and in some places as sarkar natham with patta owner's name. In some other places it is referred as arasu or sarkar manai with the name of patta owner.

According to officials, the natham adangal and other natham records were so far handled physically by taluk revenue authorities as a result there was no inconvenience to the common man irrespective of classification. However, upon the roll out of computerisation, if the different notations are used, it will lead to an anomalous situation wherein if the land is classified as 'government manai', it will be treated as government land and transfer of registry will be prohibited. This will result in huge inconvenience to the public. This would also give a wrong perception that government lands are being encroached upon by the public which is not reflective of reality. These lands were private lands within the meaning of Natham Survey and Settlement,  the Government Order issued by Revenue Secretary Kumar Jayant said.

As a result, natham nanjai, punjai, manai with patta owner's name will be recorded as ryotwari manai. Similarly, natham poramboke with patta, natham sondam with patta owner's name, natham private with patta owner's name' arasu or sarkar manai with patta owner's name; natham lands that are classified as sarkar poramboke in A-register (rural) but have been assigned natham patta with proper entries in natham adangal under natham settlement scheme in 1996 will be known as ryotwari manai. Similarly, lands that are classified as 'sarkar poramboke and marked as kaali natham or kaalimanai in the remarks column of natham adangal will be called as ryotwari manai, according to the Government Order.

However, lands that are classified as sarkar poramboke and marked as kaali natham or kaalimanai in the remarks column of natham adangal but without patta owner; and lands classified as temple, burial grounds, roads, state highways, national highways, parks, schools and other public utilities will be classified as sarkar poramboke.

Land records were created during the colonial times for collection of land revenue from agricultural areas. Land predominantly used for dwelling purpose were insignificant from the point of collection of land revenue and were left out without settling the individual occupation or ownership. These land were classified as grama natham.

After SC diktat, Madras HC issues memo to retransfer land grab cases pending in spl courts to jurisdictional magistrate courts

After Supreme Court quashed two State government notifications of 2011 which sanctioned the formation of 36 anti-land grabbing special cells in Tamil Nadu and transfer of land-grabbing cases to special courts last week, the Madras High Court  has issued memo ordering retransfer of land grab cases pending on the file of special courts to jurisdictional magistrate courts.

In a office memorandum, issued on Wednesday to principal judge, city civil court, Chennai, the principal district judge/district judge, Coimbatore, Cuddalore, Dharmapuri, Erode, Karur, Krishnagiri, Madurai, Namakkal, Perambalur, Ramanathapuram, Salem, Thanjavur, Thoothukudi, Theni, Tiruppur, Tiruchirapalli, Tiruvallur, Tirunelveli, Villupuram, Virudhunagar and the district Judge-cum-Chief Judicial Magistrate, Udhagamandalam were directed to re-transfer the cases pertaining to Land Grabbing pending on the file of Special Courts to the Jurisdictional Magistrate Courts.

In 2011, the State of Tamil Nadu sanctioned the formation of 36 Anti Land Grabbing Special Cells in Tamil Nadu through a Government Order with one cell each at the State Police Headquarters, seven Commissionerates, and 28 Districts to deal with land grabbing cases in the State. Similarly, another Government order was issued and the Land Grabbing Cases were ordered to be transferred to the Special Courts which were constituted to deal with land grab cases.

The High Court of Madras in 2015 set aside the Government Order because order does not define or mention ‘land grabbing cases’. The rationale behind dismissing the government order was that it gives unfettered and unguided arbitrary powers to the police officers.

Following this the state government approached the Supreme Court in which an interim stay was granted and the court has stated that in view of the interim order passed by this Court, there shall not be any impediment for functioning of such Courts. Following this, last year, the High Court in its official memoranda had directed the presiding officers of the Special Courts for exclusive trial of land grabbing cases to expedite the trial proceedings and the Principal District Judges were directed to re-transfer the cases pertaining to land grabbing and ensure speedy trial and disposal of such cases in the Special Court for exclusive trial of land grabbing cases. And now after the verdict of the Supreme Court the cases have again been retransferred.

Plans to construct roundabout, widen roads to ease traffic congestion following operation of Kilambakkam bus terminus next month

In a bid to reduce traffic congestion due to the operation of new bus terminus in Kilambakkam, which is likely to open next month, the Chennai Metropolitan Development Authority is planning to construct a roundabout and widen roads besides providing idle parking for private Omni Buses at Outer Ring Road in Varadharajapuram,

A roundabout will be constructed at Guduvanchery while different stretches of road will be widened to ease traffic congestion. These include widening the road from Guduvancheri, Madambakkam road to Mannivakkam of about 7 km; from Kandigai to Guduvancheri of about 18 km; and from Nallampakkam to Urapakkam GST Road (10 km), a release stated.

The decision was taken after CMDA Minister P K Sekarbabu held a review meeting with Tambaram Police Commissioner. The new suburban bus terminal with well-equipped infrastructure facilities at the cost of Rs 393.74 Crore will be inaugurated by Chief Minister MK Stalin in the next month as "Kalaignar Centenary Bus Terminal".

The review meeting with Tambaram City Police Commissioner discussed how to run the mofussil buses without traffic congestion on the GST road. The focus was also on setting up alternative routes for southern district buses at Kilambakkam bus terminal.

During the review meeting housing secretary Selvi Apoorva IAS, Tambaram police commissioner Dr A Amalraj, Transport Commissioner Niraml Raj, district collector Chengalpet AR Rahul Nadh and other officials were present.
