Government’s Approach

v Guided by the principle ‘All are equal by birth’, numerous welfare schemes have been implemented within just three months of the Government assuming office.

v A Government founded on the ideals of inclusive growth, social justice, equality, women’s safety, eradication of poverty, a drug-free Tamil Nadu and a corruption-free, honest and transparent administration.

Achievements in Three Months

v Free electricity increased to 200 units for consumers with bi-monthly consumption of up to 500 units, reducing household expenses.

v A loan waiver for farmers through co-operative societies.

v A special package for Kuruvai cultivation.

v The ‘Singapenn Special Task Force’ for women’s safety.

v Creation of Anti-Narcotics Task Force Units at the district level to root out the deep-seated drug culture.

v Closure of 717 liquor retail outlets located near educational institutions, places of worship and bus stands.

v The ‘Thaaimaaman Thanga Mothiram Thittam’ for children born in Government Hospitals, to be implemented from 15th September.

Vetri Tamizhagam – Vision Document

v The ‘Vetri Tamizhagam – Vision Document’, anchored in Aram (Virtue), Porul (Prosperity) and Inbam (Well-being) and comprising ten key focus areas, has been released; programmes are being categorised for implementation over the next one, three and five years.

v A commitment to propel Tamil Nadu into a
1.5 Trillion Dollar economy by 2036.

v Sectoral priorities include empowering women, improving governance, housing for all, safe drinking water, sustainable livelihoods, protecting social justice and promoting green cover.

Fiscal Position

v Tamil Nadu’s debt has doubled over the past
five years, reaching about Rs.10 lakh crore, as set out in the ‘White Paper on Financial Management’.

v The State trails peer States on fiscal indicators including Own Tax Revenue as a proportion of GSDP, Revenue Deficit and Fiscal Deficit, leaving limited fiscal space for new schemes.

Fiscal Reforms

v Mandatory submission of unnecessary certificates by contractors in public tenders has been abolished, bringing transparency to the tendering process.

v Contractors registered with any Government department may now bid for tenders of any other department, subject to the prescribed
pre-qualification criteria.

v Eligibility criteria for low-value procurements have been relaxed to encourage young entrepreneurs and small businesses to bid for the first time.

v Tender estimates earlier cornered by a few individuals and political parties have been stopped and directed straight into the State exchequer.

v Planning permission for multi-storied and high-rise buildings is now granted at the Chennai Metropolitan Development Authority level through delegation of powers, eliminating the corruption that prevailed earlier.

Revenue Augmentation

v An additional privilege fee levied on
liquor manufacturers, expected to mobilise up to Rs.1,000 crore in additional annual revenue.

v ‘Faceless Assessment’ under GST, ‘Faceless Registration’ in the Registration Departmentand end-to-end computerisation in mining are together expected to generate about Rs.15,000 crore in additional revenue.

v An expert committee on ‘Revenue Augmentation’, headed by the former Deputy Chairperson of the Union Planning Commission, Thiru. Montek Singh Ahluwalia, along with five other members, has been constituted.

School Education

Learning is excellence of wealth that none destroy; to man nought else affords reality of joy.

v 'Super Clean Super Campus' Scheme will ensure daily cleaning, drinking water and toilet maintenanceand 24-hour security in 10,000 schools in the first phase, at a cost of Rs.139 crore.

v 'Palli Niraivu Thittam' will modernise 3,734 schools, comprising 2,514 primary, 365 middle and 855 high and higher secondary schools, at an estimated cost of Rs.2,132 crore and Rs.300 crore allocated in the RBE.

v Perunthalaivar Kamarajar Schools of Excellence, residential schools for Classes IX to XII, will offer free education, food, boarding, textbooks and uniforms and Rs.125 crore allocated for infrastructure.

v The school education curriculum will be revised to build critical thinking, financial literacy, digital competence and global citizenship and Rs.25 crore allocated.

v To strengthen awareness, display 10581 helpline number on all school campuses and the 'Drug-Free Tamil Nadu' mobile app will be established and
Rs.7 crore allocation.

v Public Libraries at 38 district central libraries will be redesigned into digital learning hubs and
Rs.10 crore allocated.

v Branded bicycles with helmets and water bottles will be provided to 5.32 lakh Class XI students, at a cost of Rs.277 crore.

v Rs.44,527 crore is being allocated for the School Education Department.

Higher Education

v The Union Government is urged to cancel the NEET examination and revert to Class XII marks based medical admissions.

v The 'Vetri Laptop Scheme' for college students
will be implemented with an allocation of
Rs.2,000 crore.

v The Tamil Nadu Student Housing & Infrastructure Corporation (TNSHIC), under the 'TN-SUDAR' initiative, will build 200 Integrated Student Hostels with 1 lakh beds through a DBFOT PPP model, at a capital outlay of Rs.3,200 crore supported by a Rs.640 crore State grant.

v Specialized Government Law College will be established in Madurai in the academic year
2027-28and an intake of 300 students each.

v Rs.8,393 crore is being allocated for the Higher Education Department.

Labour Welfare and Skill Development

v Mechanics currently servicing fossil-fuel vehicles will be trained in EV and battery maintenance, benefiting 22,500 persons over 5 years, at a cost of Rs.3 crore.

v A new AI and Machine Learning trade will be introduced in 50 ITIs over 5 years, at a cost of Rs.10 crore, benefiting 24,000 students. 5 new ITIs will be established at a cost of Rs.90 crore and Rs.7.5 crore allocated in the RBE.

v Additional coaching for SSC, RRB and IBPS examinations will be conducted through District Employment and Career Guidance Centers, at a cost of Rs.3.38 crore.

v The 'Vetri Skill Training Scheme' will provide industry aligned skilling to 12 lakh college students and 1 lakh unemployed youth this year and 20,000 youth placed in internships in the first phase, at a cost of Rs.150 crore.

v Under the AI Industry Development Programme,
5 lakh youth will be skilled by 2031 in partnership with institutions such as IIT Madras.

v TN SPARK for AI, Robotics and Online Tools will be extended from 5,000 Government schools to an additional 2,600 schools under a new three-tier framework covering Classes 6 to 8, 9 to 10 and 11 to 12.

v Rs.2,022 crore is being allocated for the Labour Welfare and Skill Development Department and Rs.17,150 crore for the Special Programme Implementation Department.

Youth Welfare and Sports Development

v An integrated youth development programme, "Take Up Sports, Give Up Drugs," will channel the NCC and NSS together with the Health, Police and Social Welfare Departments.

v 10 Olympic Centres of Excellence will be established across the State and Rs.50 crore allocated.

v World class training will be provided to talented school students aged 8 to 18and Rs.5 crore allocated.

v Financial assistance will be provided to 500 national and international athletes and Rs.22 crore allocated.

v The Tamil Nadu Rural Sports Competitions will be conducted and Rs.42 crore allocated.

v The Tamil Nadu Physical Education and Sports University will be upgraded and Rs.2 crore allocated.

v Daily one hour sports periods will be introduced in all Government and Government aided schools and Neighbourhood Sports Facilities and gymnasiums will be created in every block and urban local body.

v Rs.1,051 crore is being allocated for the Youth Welfare and Sports Development Department.

Social Justice

v The 'Annal Ambedkar Overseas Higher Education Scholarship Scheme' will provide up to Rs.36 lakh per student, benefiting 362 students this year at a cost of Rs.131 crore, the highest ever sanction for this scheme.

v The 'Vetri Entrepreneur Scheme' for Adi Dravidar and Tribal livelihoods will be implemented with Rs.75 crore allocated.

v The 'Annal Ambedkar Business Champions Scheme' will be implemented with Rs.165 crore allocated.

v The 'Mannin Magal Thittam' will make Adi Dravidar and Tribal women agricultural labourers landowners, at a cost of Rs.20 crore.

v The 'Iyothee Thass Pandithar Habitation Development Scheme' will be implemented with Rs.300 crore allocated.

v The 'Aandror Membattu Thittam' for Tribal habitation infrastructure will be implemented with Rs.250 crore allocated.

v Rs.3,937 crore is being allocated for the Social Justice Department.

Backward Classes, Most Backward Classes and
De-notified Communities Welfare

v Pre-matric and post-matric educational scholarships will be provided and Rs.372 crore allocated.

v Tuition fee support for medicine and dentistry students under the 7.5% reservation will be provided and Rs.77 crore allocated.

v A dropout prevention incentive for girl students will be provided and Rs.13.41 crore allocated.

Minorities Welfare

v The Hajj subsidy for first time pilgrims will be increased from Rs.25,000 to Rs.35,000.

v Additional Christian and Muslim Women Aid Societies will be formed and Rs.1.05 crore allocated.

v Infrastructure for burial grounds and Kabarsthans will be improved and Rs.34 crore allocated.

v Rs.1,700 crore is being allocated for the Welfare of Backward Classes, Most Backward Classes and Minorities Department.

Welfare of the Differently Abled

v A subsidy of up to 50% of cost, subject to a maximum of Rs.30,000, will be provided for advanced AI based assistive devices, including sports prosthetics, myoelectric limbs and cochlear implant batteries.

v New institutions for persons with intellectual disabilities, named 'Nambikkai Illam', will be established in Thanjavur, Tiruvannamalai, Salem, Cuddalore and Virudhunagar districts and Rs.4 crore allocated.

v Rs.1,485 crore is being allocated for the Department for the Welfare of Differently Abled Persons.

Social Welfare and Women Empowerment

v Under 'Annan Seer', an 8 gram gold coin and a silk saree will be presented to brides at a cost of
Rs.812 crore.

v The 'Perunthalaivar Kamarajar Breakfast Scheme' will be extended to Classes VI to VIII from 17th September, benefiting an additional 15.14 lakh students across 15,414 schools, at a total cost of Rs.710 crore.

v Integrated senior citizen homes will be established in 12 districts in the first phase, catering to 40 beneficiaries each and Rs.6.6 crore allocated and senior citizen recreation centers will be set up in 5 districts.

v New buildings will be constructed for 500 Anganwadi Centres.

v Transgender welfare measures will include skill training, credit linked enterprise subsidy and self-employment loans of up to Rs.50,000, along with 'Aran' shelter homes in 5 districts and short-stay homes in 15 districts.

v Rs.9,818 crore is being allocated for the Social Welfare and Women's Empowerment Department.

Health and Family Welfare

v Under the 'Thai Maaman Thanga Mothiram Thittam,' every newborn delivered in a Government hospital will receive a 1 gram gold ring, at a cost of
Rs.560 crore.

v 1,000 Mobile Geriatric Treatment Centres will be introduced in a phased manner and Rs.33 crore allocated.

v 'Thai Care' maternity support centres will be established and Rs.23 crore allocated and hospital signage and guidance facilities will be upgraded.

v A telemedicine 'Hub-and-Spoke' network, beginning with 5 hubs and 200 spokes and scaling to 1,000, will be established and Rs.18.5 crore allocated.

v A cancer care 'Hub-and-Spoke' system, including a Detailed Project Report for 5 zonal cancer hospitals, will be prepared and Rs.10 crore allocated.

v The allocation for medicine supply has been increased by Rs.100 crore.

v Rs.23,357 crore is being allocated for the Health and Family Welfare Department.

Co-operation

v Farm loans through co-operative societies will be waived and a 100% waiver for loans up to Rs.75,000 and a Rs.35,000 waiver for other farmers, at a cost of Rs.5,932 crore, benefiting 14.43 lakh farmers.

v Rs.8,028 crore is being allocated for the
Co-operation, Food and Consumer Protection Department.

Agriculture and Farmers' Welfare

v The 'Kuruvai Package Scheme' for delta and
non-delta paddy cultivation support will be implemented, at a cost of Rs.134 crore.

v An electricity subsidy for farmers is being allocated, at Rs.7,432 crore.

v Rs.14,984 crore is being allocated for the Agriculture and Farmers' Welfare Department.

Animal Husbandry

v Under the 'Vetri Magalir Goat Rearing Scheme', a 100% subsidy for 5 goats or sheep will be provided to destitute widows, deserted women, transgender persons and persons with disabilities, benefiting about 30,000 persons, at a cost of Rs.110 crore.

v 41 new veterinary hospital buildings will be constructed, at a cost of Rs.47 crore. 25 veterinary hospitals will be upgraded into polyclinics and 210 dispensaries into hospitals and Rs.40 crore allocated and 143 new mobile veterinary units will be established, at a cost of Rs.35 crore.

v The 'Kaalnadaigal Kaappom' livestock insurance scheme will be introduced and Rs.31 crore allocated.

v Fodder seed banks and warehouses will be established, at a cost of Rs.6.70 crore and green fodder cultivation and grazing land restoration will be promoted and Rs.13 crore allocated.

Fisheries and Fishermen Welfare

v Lean period fishing assistance will be raised from Rs.6,000 to Rs.7,000 per family, benefiting
1.93 lakh families, at a cost of Rs.135 crore.

v An interest subsidy will be provided for deep sea fishing boats with modern processing facilities, at a total cost of Rs.12 crore.

Dairy Development

v Free milch cows will be provided to 10,000 eligible women every year, at a cost of Rs.57 crore.

v Rs.4,880 crore is being allocated for the Animal Husbandry, Dairying, Fisheries and Fishermen Welfare Department.

Industrial Development

v Since assuming office, 7 MoUs worth
Rs.35,062 crore have been signed and the potential to create 14,790 direct and indirect jobs.

v A new Tamil Nadu Industrial Policy and the
Tamil Nadu Industrial Capability Directory will be released.

v An AI powered investment platform, 'Guidance 3.0,' and an upgraded 'Tamil Nadu Single Window Portal 3.0' will be introduced.

v A 'Non-Resident Tamil Investment Facilitation Desk' will be established to channel global Tamil diaspora investment.

v New SIPCOT industrial parks will be established in industrially backward districts, at a cost of
Rs.3,200 crore over 5 years.

v Thoothukudi and Tirunelveli will be declared a 'Space Industrial Investment Zone,' and a 'Space Vehicle Common Technical Facility' will be set up with IN-SPACe.

v 'Arivagam,' India's first dedicated AI and Innovation city, will begin with a feasibility study, at a cost of Rs.5 crore.

v Rs.4,414 crore is being allocated for the Industries, Investment Promotion and Commerce Department.

Micro, Small and Medium Enterprises

v The Tamil Nadu Women Entrepreneurs Empowerment Scheme is allocated Rs.225 crore
and the Capital Subsidy Scheme is allocated
Rs.352 crore.

v The 'Green Steel Production Initiative' will be implemented at a cost of Rs.300 crore over 5 years and Rs.60 crore allocated in the RBE.

v Rs.2,142 crore is being allocated for the Micro, Small and Medium Enterprises Department.

Handlooms, Handicrafts, Textiles and Khadi

v A Detailed Project Report for the 'Tamil Nadu Institute of Design' will be prepared.

v The 'Tamil Nadu Palmyra Development Corporation' will be established and Rs.16 crore allocated.

v The 'Tiruppur Textiles Technology Centre' (TTTC) will be established and Rs.10 crore allocated.

v Rs.1,678 crore is being allocated for the Handlooms, Handicrafts, Textiles and Khadi Department.

Artificial Intelligence, Information Technology and Digital Services

v The IT sector generates over Rs.2.5 lakh crore in exports annually and employs over 20 lakh persons.

v The Tamil Nadu Artificial Intelligence Mission (TN AI Mission) will be strengthened to cover AI, Quantum Technology and AVGC-XRand a focus on health, agriculture, education and governance.[RS1]

v All 'e-Sevai' centres will be upgraded to e-Sevai 2.0and the 'Namma Arasu' WhatsApp Chatbot will be expanded from 76 to 275 services across departments.

v Rs.398 crore is being allocated for the Artificial Intelligence, Information Technology and Digital Services Department.

Energy

v The Udangudi Stage-I and Ennore SEZ Thermal Power Projects will together add 2,640 MW of generation capacity. The ETPS Expansion, under the PPP mode, is valued at Rs.8,000 crore and the Vellimalai Pumped Storage project is valued at Rs.5,050 crore.

v A new BESS Promotion Policy will be issued to make Tamil Nadu India's 'BESS Hub.'

v Under the 'Rooftop Solar Subsidy Scheme,' converged with PM Surya Ghar, a subsidy of up to Rs.1 lakh will be provided per consumer, at a cost of Rs.50 crore.

v Smart meters will be installed for all consumers in Chennai and for 50 lakh industrial and commercial consumers across the rest of the State.

v The Coimbatore-Ariyalur 765 KV Transmission Line, under the PPP mode, is valued at Rs.4,000 crore and the Chennai transmission upgrade is valued at Rs.1,390 crore.

v The Green Energy Corridor Phase-II, valued at Rs.1,187 crore and the Virudhunagar-Coimbatore 765 kV line, valued at Rs.1,640 crore, will be taken up, along with the Green Energy Corridor Phase-III, valued at Rs.6,884 crore.

v 178 new sub-stations will be built, at a cost of Rs.1,543 crore and 40,000 old transformers will be replaced, at a cost of Rs.2,000 crore.

v 20,000 public EV charging stations will be established over 5 years under the PPP mode and Rs.50 crore allocated this year and subsidy will be provided to Resident Welfare Associations for EV charging stations and Rs.5 crore allocated.

v Free electricity for domestic consumers with bi-monthly consumption up to 500 units will be raised from 100 to 200 units, at a cost of Rs.1,545 crore.

v The electricity subsidy for domestic and
agricultural consumers is allocated Rs.18,860 crore and compensation to TANGEDCO is allocated Rs.5,000 crore.

v Rs.15,828 crore is being allocated for the Energy Department.

Housing and Urban Development

v The Chennai Third Master Plan for 2027-2046, covering 1,189 sq.km and a Comprehensive Master Plan for the expanded Chennai Metropolitan Area, covering 5,904 sq.km, will be prepared and
Rs.25 crore allocated.

v An AI enabled online planning approval system, 'SPEED' (Single Platform for Efficient Expedited Development), will be introduced and Rs.40 crore allocated.

v Under the urban poor housing scheme, 24,131 multi-storied tenements will be completed this year and 14,194 more will commence, at a cost of Rs.1,253 crore.

v Under 'MY-HOME' (Metropolitan Youth and Family Housing Scheme), 1 lakh housing units will be developed over 7 years, attracting about
Rs.15,000 crore in PPP investment supported by Rs.3,500 crore in Viability Gap Funding.

v Rs.8,852 crore is being allocated for the Housing and Urban Development Department.

Municipal Administration and Water Supply

v The 'Chief Minister's Integrated Urban Development Mission' is allocated Rs.2,117 crore.

v The Greater Chennai Corporation's Intelligent Transport Management System is in its final stage and a street redesign project with smart parking at 20 locations and road restructuring in the Ambattur and Guindy industrial estates will be taken up.

v Blue-green infrastructure and flood mitigation works will be undertaken around Chennai's water bodies.

v The Ring Main Pipeline, connecting Chennai's drinking water sources and distribution stations, is valued at Rs.3,108 crore and expected to be completed by 2030-31.

v People-friendly streets will be developed in all municipal corporations.

v Global tenders will be invited for the restoration of the Cooum and Adyar rivers.

v Rs.29,863 crore is being allocated for the Municipal Administration and Water Supply Department.

Highways

v The Comprehensive Road Infrastructure Development Programme is allocated
Rs.9,300 crore.

v A new 'Safe Roads Mission' will use AI based enforcement, road patrols and trauma care centres to strengthen road safety.

v Road repair will be taken up under the 'Performance-Based Maintenance Contract,' with public reporting through the 'Namma Salai' app, at a cost of Rs.250 crore.

v Rs.21,524 crore is being allocated for the Highways and Minor Ports Department.

Transport

v 1,000 new air conditioned electric buses will be procured for Chennai MTC under the Gross Cost Contract model and Rs.500 crore allocated for depot electrical and mechanical fixtures.

v The State Transport Undertakings will receive Rs.7,675 crore as subsidy, Rs.2,650 crore as performance gap funding and Rs.1,005 crore as share capital assistance.

v Rs.13,561 crore is being allocated for the Transport Department.

Metro Rail Projects

v Chennai Metro Phase-II, spanning 118.9 km across 3 corridors, is valued at Rs.63,246 crore and the first stretch from Poonamallee Bypass to Porur Junction, spanning 14.64 km across 11 stations, will be commissioned shortly.

v 3 additional Metro lines, connecting Chennai Airport to Kilambakkam, Koyambedu to Pattabiram via Avadi and Poonamallee to Sunguvarchathiram via Sriperumbudur are under active consideration of the Government of India and a Hosur to Bommasandra link with Karnataka is also being pursued.

v Proposal for Metro rail from Hosur, Krishnagiri District to Bommasandra in Karnataka is being pursued.

Water Resources

v The Cauvery-Vaigai-Gundar River Linking Project has commenced with an allocation of Rs.150 crore and Detailed Project Reports for the Pennaiyar-Cheyyar, Pennaiyar-Palar and Tamirabarani-Vaippar links are allocated Rs.50 crore taking the total river linking allocation to Rs.200 crore.

v A feasibility study and Detailed Project Report for controlling pollution in the Cauvery, Vaigai and Tamiraparani rivers is allocated Rs.25 crore.

v Feasibility studies for barrages across the Cauvery are allocated Rs.10 crore, ecological restoration of the Cauvery Delta is allocated Rs.10 crore.

v Rs.9,264 crore is being allocated for the Water Resources Department.

Environment, Climate Change and Forests

v Under 'TN-SHORE,' mangrove afforestation and restoration will be undertaken across 2,500 hectares in 8 coastal districts, at a cost of Rs.40 crore. Rs.322 has been allocated for the implementation of TN Shore Project.

v A human-wildlife conflict mitigation scheme, covering 100 conflict prone villages in 10 districts, is allocated Rs.20 crore.

v Rs.1,762 crore is being allocated for the Environment, Climate Change and Forests Department.

Rural Development

v Under 'Vetri Veedu Thittam,' an enhanced grant of Rs.5 lakh from Rs.3.10 akh per house will be provided to Kutcha hut familiesand 70,000 houses to be sanctioned in the first year, at a cost of Rs.3,500 crore.

v 'TN-VETRI' (Tamil Nadu Village Empowerment, Transformation, Rejuvenation Initiative) is allocated Rs.6,000 crore annually, including Rs.1,000 crore for Peri-urban Panchayats and Rs.100 crore for Hill Area Village Panchayats.

v VB-G RAM-G, is allocated Rs.12,642 crore in total, including an unprecedented State contribution of Rs.5,057 crore.

v Under 'Vetri 150,' an additional 25 days of employment will be provided to vulnerable households, at a cost of Rs.100 crore per year.

v Rs.39,609 crore is being allocated for the Rural Development and Panchayat Raj Department.

Women Self Help Groups

v Under the 'Singappenngal Valimaippaduthum Thittam,' an investment subsidy of Rs.5 lakh will be provided to every qualifying SHG enterprise and a target of Rs.38,000 crore has been fixed for SHG loans under the Annual Credit Plan.

v The system for sanctioning loans and subsidies to Self-Help Groups will be fully computerized.

Public Distribution System

v Doorstep delivery of essential commodities will
be extended to senior citizens, persons with disabilities and vulnerable communities, at a cost of Rs.7.18 crore.

v A pilot for packaged wheat flour through the Public Distribution System will be implemented, at a cost of Rs.18 crore.

v The food subsidy is allocated Rs.14,000 crore.

v Rs.14,830 crore is being allocated for the Food and Consumer Protection Department.

Law and Order

v The 'Singapenn Special Task Force' for women's safety is allocated Rs.354 crore.

v The STING (Special Task force for Interdiction of Narcotics and Gangs) has been formed with 65 units across all 37 districts and urban areas and powers to freeze assets.

v A 'Rehabilitation Fund' for de-addiction is allocated Rs.70 crore.

v Under the new 'Road Safety Policy,' the Chief Minister's Accident Relief Fund Scheme is allocated Rs.200 crore and the Road Safety Fund is allocated Rs.130 crore.

v Police residential quarters will be constructed, benefiting 5,000 police families, at a cost of
Rs.431 crore.

v Rs.17,290 crore is being allocated for the Police, Home, Prohibition and Excise Department.

Empowering Governance

v A Governance Processes Reforms Committee will be constituted under the Chief Secretary.

v AI enabled governance tools, including a Quality Assurance Audit Board and Agentic and Speech-to-Text assistance for employees, will be introduced.

v Vacancies will be filled through various recruitment agencies and a Right to Services Act will be framed and passed.

Revenue and Disaster Management

v Certificate issuance, including the First-Generation Graduate, Income and Community Certificates, will move to a streamlined three-tier verification process.

v A disaster response revolving fund, raised through CSR contributions, is allocated Rs.50 crore.

v An allocation of Rs.340 crore has been made from the State Disaster Management Fund to address the El Nino driven dry spell.

v Rs.11,532 crore is being allocated for the Revenue and Disaster Management Department.

Commercial Tax and Registration

v Commercial Taxes administration will move to a faceless, technology-driven approach and intelligence-led action reserved for wilful evaders.

v 'Anywhere Registration' will be introduced and the Registration Department will move in a phased manner to fully paperless, presence-less document registration.

v Rs.651 crore is being allocated for the Commercial Taxes Department and Rs.475 crore for the Stamps and Registration Department.

Natural Resources

v In the last 3 months, 1,307 vehicles have been seized for illicit mineral smuggling and 1,161 First Information Reports have been filed. 431 quarries have been inspected and violations detected in 155 of them.

v An end-to-end mineral management system and district level vigilance and enforcement wings will be established and Rs.3 crore allocated.

v Granite polishing and design centres will be established in Pudukkottai and Perambalur.

v Rs.438 crore is being allocated for the Natural Resources Department.

Welfare of Government Employees

v Under the New Health Insurance Scheme, 2026, running for five years from 01.07.2026 to 30.06.2031, the basic sum insured has been raised from Rs.5 lakh to Rs.7.50 lakh, coverage for specified illnesses from Rs.10 lakh to Rs.12 lakh and the corpus fund from Rs.10 lakh to Rs.15 lakh, at a cost of Rs.838 crore.

v Rs.47,240 crore is being allocated for Pensions and other Retirement Benefits.

Administration of Justice

v An Integrated Court Complex combining 160 courts will be established at Broadway, Chennai, at an estimated cost of Rs.1,375 crore and Rs.10 crore allocated for preliminary steps.

v Rs.2,486 crore is being allocated for the Administration of Justice Department.

Tourism

v A new statutory Sustainable Tourism Development Fund will be createdand an enabling Bill to be introduced in the current Assembly session.

v Development of Mahabalipuram into a global tourism destination will be proposed and a central grant of Rs.200 crore sought from the Government of India.

v River tourism along the Kaveri, Vaigai and Thamirabarani rivers is allocated Rs.53 crore.

v Food and Arts Festivals to promote local cuisine and crafts are allocated Rs.20 crore.

v Free pilgrimage travel will be provided to senior citizens every year, at a cost of Rs.20 crore.

v Pilgrim rest houses will be established at Thirukkadaiyur, Nagore and Velankanni, at a cost of Rs.60 crore.

v The 'Tamil Nadu Eco-Tourism Mission,' covering trekking, wildlife safaris and birding and boating trails, is allocated Rs.25 crore.

Art & Culture

v Tamil heritage and cultural sites along the East Coast Road will be upgraded and Rs.5 crore allocated for DPR.

v Under the Folk Artists Livelihood Protection Scheme, 200 troupes will be selected each year for 100 days of performance and Rs.23 crore allocated.

v Rs.775 crore is being allocated for the Tourism, Art and Culture Department.

Tamil Development

v An incentive award of Rs.5,000 each will be given
to 500 primary school students who memorise
300 Thirukkural couplets.

v A new annual award honouring Quaid-e-Millat's legacy will be presented on Thiruvalluvar Thirunaal.

v Financial support for Tamil scholars will be enhanced and state-wide essay and elocution competitions will be organised.

v A Tamil Large Language Model will be developed through the Tamil Virtual Academy.

v Educational tours to archaeological sites including Keeladi, Adichanallur and Kodumanal are allocated Rs.1 crore.

Hindu Religious and Charitable Endowments Department

v Over the next 5 years, renovation and consecration will be carried out at 3,000 temples, 250 temple tanks will be restored and 75 temple cars will be repaired.

v Trustee appointments have been notified for 9,205 temples.

v Restoration of 213 temples over 1,000 years old is allocated Rs.418 crore.

v Rs.708 crore is being allocated for the Hindu Religious and Charitable Endowments Department, which also covers Commercial Taxes, Registration and Endowments.
