New densification study to induce developments along metro rail corridor

As the elevated section of Chennai Metro Rail is expected to be completed by 2013, Chennai Metropolitan Development Authority is set to launch a densification study along the Chennai Metro Rail corridors to assess the influence area of metro rail and support CMRL by inducing developments along the corridor.
Sources said Tamil Nadu Urban Infrastructure Financial Services Limited (TNUIFSL) is now inviting consultants for the study for CMDA.
Plans are also on to review master plan of Chennai Metropolitan Area besides comprehensive traffic and transportation study and other relevant studies.
 The study will also include delineation of the influence areas of CMRL stations on both sides based on modes of transport including walking or bicycling from residence to stations and from work place to stations.

Sources said the boundaries of influence will follow the existing road network besides influence areas of CMRL stations.

There are also plans to carry out household survey and commercial and institutional survey within the influence areas on the use of CMRL facilities to identify the areas from which commuters are likely to be attracted.

 The Consultant is also expected to carry out classified traffic volume surveys during morning or evening peak periods at the approach intersections of various stations along CMRL corridors to prepare traffic projections for various phases and scenarios besides formulating a strategy for densification of corridors.

Besides preparing the Corridor Management Plan, including land use and transport infrastructure inventory for the influence area of each station, the study will also look into growth prospects, infrastructure development plan and transportation network plan including traffic and transport recommendation with necessary projections.
Interestingly, there are plans to attract private investment with the preparation of a financial feasibility document entailing investment opportunities. A detailed study will also be done on risks associated with each of the opportunities and a sensitivity analysis of project cash flow with regard to various variables that might have an impact on revenue generation potential of the project.

Plans to amend development regulations to allow multi-level parking

The city will soon graduate from basement parking to multi-level parking with the likely amendment to development regulations of Chennai Metropolitan Development Authority.

CMDA sources told Express on Friday that the High Court appointed monitoring committee, which held its meeting on Friday, discussed the need for allowing multi-level parking in the city and the need to amend development regulations.

Currently, Chennai has basement parking and which is inadequate to meet the parking requirements, sources said.

Sources said the multi-level car parking system is to maximize car-parking capacity by utilizing vertical space, rather than expand horizontally.

Interestingly, a study by CMDA on parking requirements for Chennai Metropolitan Area made many recommendations to reduce the parking problems. One of its prime off street parking strategy is the construction of Multilevel parking complexes at some critical areas, such as T Nagar, Parry's Corner, Anna Nagar, Adayar, Anna salai, Nungambakkam and Velachery. It is likely that government may go in for five multi-level parking facilities initially.

The newly reconstructed galleries in M A Chidamaram stadium are likely to remain vacant during the IPL matches as the lock and seal could only be removed after getting the planning permission and completion certificate.

The galleries I J and K in the stadium had been sealed by Chennai Corporation last year as these galleries were built before obtaining approvals from the civic body or planning permission from Chennai Metropolitan Development Authority.

CMDA sources said the multi-storied building panel discussed the issue and has forwarded its recommendation to the government. “It may take time. “First the planning permission has to be granted for the structure and then the completion certificate. And it can’t be possible within a week,” said a CMDA source.

Interestingly, Tamil Nadu Cricket Association has obtained an Environmental Impact Assessment clearance, the multi-storey building panel has yet to grant its assent. “The file was discussed along with 14 other files,” said another CMDA source.

Sources said although matches will be conducted but the stand will remain empty. Interestingly, R Vaithilingam, State Minister for Housing and Urban Development, said on Thursday the government is likely to revoke the lock and seal notice but did not give any time frame as to when it will be revoked.

The TNCA management in 2009 embarked on the modernisation and redevelopment of the 40-year-old stadium after the International Cricket Council (ICC) came out with a stringent conditions for such structures to host international matches.

Besides modernizing the stadium to meet the ICC’s conditions, the TNCA started the reconstruction work with state-of-the-art facilities to increase spectator capacity in the MAC Ground.

New helpline to help quench Chennaites thirst

Now consumers availing Metro Water connections have an additional helpline to register their complaints regarding water supply and sewerage issues.
Metro Water managing director Apoorva Varma said that a new helpline has been installed at the residence of Municipal Administration and Rural Development Minister K P Munnusamy.
“The new helpline (o44-24649787) will be available 24-hour and the complaints will be immediately looked into,” he said.
Interestingly, the helpline is in addition to the already prevailing helpline 044-45674567 in the Metro water headquarters. The new helpline was initiated keeping in view the summer season where there will be more complaints regarding the shortage of water

United States on Thursday denied news reports that the fees for submitting H1B visas have been increased .

Addressing a press conference here, Chief of Consular Services in United States Consulate in Chennai Nicholas Manring said, “The news reports that the fees for submitting H1B petitions have increased are in fact untrue. The fees are the same as they were last year. And there are no current plans to change those fees.”

“We are required by law to recover the cost of processing visas through the collection of visa application processing fees. The Department of State reviews those costs annually, worldwide, and adjusts fees for all visa services up and down according to that review.  There is no set schedule and this could happen at any time.  The last change in our visa fees was on July 13, 2010,” Manring added.

Manring also said that US Consulate General in Chennai has recorded a 27 per cent rise in the number of L visa applications in the first quarter of this year. “We have processed 6,044 L visas in 2012 which is 27 per cent increase over the same period in 2011 where we received 4,700 applications,”  Manring said.
Meanwhile, the US consulate in Chennai has launched a pilot programme last week to waive the interview procedure for people renewing visas primarily for tourist and short-term business travel visas.
 “This is for people renewing visas, primarily for tourist and short-term business travel visas, renewing within 48 months of expiration for B1/B2 visas,” Manring said.
 “This allows people to present their application and passport at the Consulate, have their photograph and fingerprints taken, but many will not have to then go on to be interviewed, Manring added. Meanwhile, the US consulate is adding another HDFC counter in Mysore to accept visa fees next month .

Interestingly, the US consulate in Chennai this year has processed 57,218 visa applications, which is four per cent less than last year. But Manring dismissed it as a small number and said the dip is too marginal.

Plans are on to develop aerospace cluster in Tamil Nadu in the next five years to make the state one of the top four aerospace destinations in India, according Federation of Indian Chamber of Commerce and Industry.

Asit K Barma, convenor of FICCI-Tamil Nadu State Council manufacturing panel said that FICCi has prepared a pathbreaking and one of its kind proposal for creation of aerospace cluster in the state.

Eyeing the huge demand in avaiation sector pricularly in defence as well as private jets, Barma says the cluster will give value addition of $20 billion to the state besides employing 500,000 work force by 2025.

He said FICCI ism proposing it to be in Avadi, which is the hub of  Combat Vehicles Research and Development Establishment (CVRDE). “The defence research development organization labs can work in conjunction with the aerospace research asnd development organization and manufacturers of aviation industry spare parts. “This will also enhance the skills of the workforce and provide jobs to the people,” he added.

He said the proposal comes in the wake of Chief Minister J Jayalalithaa highlighting the need to create centers of excellence in aerospace and defence.

Industry vow to make Tamil Nadu a global brand to woo investors

After Chief Minister J Jayalalithaa unveiled her Vision document for Tamil Nadu, industry is charting out plans for the state to realize her dream by promoting the state as a global brand.

Advisor to Federation of Indian Chamber of Commerce and Industry president P Murari along with FICCI chairman Tamil Nadu State Council Rafique Ahmed told reporters that efforts are on to not only woo the global investors by promoting Tamil Nadu as global brand but also to woo domestic investors and this will be one of the key agenda of FICCI in the next financial year.

Surprsingly, FICCI is also hosting a repeat of its national executive committee meeting in July. “The meeting is never held on the same venue but after post Vision-2023 unfolding, the forum has gained significance with FICCI national chapter showing keen interest in hosting the event in Chennai,” said Murari.

Interestingly, FICCI, which has ranked the state as top three destinations for domestic and foreign investment in a national study, has developed FOCUS 5, a vision document of what the present state government should and could aim for the next five years in five specific sectors. These include energy, agriculture and food processing, social including health, housing, education, security, industry and business and infrastructure which includes roads, ports, airport, rail connectivity and corridors and multi-modal transport.

Meanwhile, FICCI has revamped its various panels besides forming new panel on retail, maritime strategies, micro small and medium enterprise panel and aerospace and defence panel.

Murari said plans are also on promote Tamil Nadu as tourist destination. He said the state has huge tourism potential, which has not been exploited. Meanwhile, roadshows are also being planned in India and abroad, said Murari.

Meanwhile, FICCI has also urged the state government to have FICCI representatives in its industry advisory board.

CHENNAI: The Chennai Metro Rail might just become very easy to use and accessible for the differently abled, if the Disability Rights Alliance (Tamil Nadu) have their way. A group from the cross-disability collective have drawn up a report on the shortcomings of the much-hyped Delhi metro service and submitted it to CMRL Managing Director, K Rajaraman, on Tuesday.

“We have been holding dialogue with Chennai Metro at various levels to ensure accessibility features are planned from the project design stage itself. While the initial meeting left us upbeat, it soon became obvious that documents were being received, but very little committed to. Interactions rapidly deteriorated for no conceivable reason and DRA was accused of wanting to be ‘super monitors’ when further information was sought,” said DRA member Vaishnavi Jayakumar.On the advice of the public relations officer, additional inputs on Delhi Metro’s shortcomings were submitted to the CMRL Managing Director to ascertain concrete measures taken towards incorporating accessibility in CMRL’s rollout, Vaishnavi added.

Interestingly, the group met the MD and submitted the report after relations between CMRL and DRA soured.

In fact, the latter alleged that a CMRL representative bluntly told them that, “CMRL cannot compromise on the provisions made for 99% of the general population for the access of 1%, who are disabled.”She said DRA has sought a progress update on the recommendations that they have submitted so far. She also added that they needed transparency to enable accurate inputs reach the planners.

Tamil Nadu is way ahead of the national average when it comes to access to basic amenities, homes as well as assets available in house, according to ‘Houselisting and Housing Census’.

The findings of the census 2011, which included 1.2 million enumerators and 19,000 supervisors who surveyed 1.85 crore households, will help plan to realize the dreams of Vision 2023 document, said  state planning commission vice-chairperson Shantha Sheela Nair, who released the report along with director of census operations S Gopalakrishnan.

The census revealed that number of households has increased from 1.42 crore in 2001 to around 1.85 crore in 2011 besides substantial improvement in quality of housing both in rural and urban areas.

Interestingly, the state has outscored many a times the national average when it comes to households having assets, electricity, latrines, availability of tap water. As regards amenities available in households, 94 per cent of households use tap, tube well, hand pump and covered well as the main source of drinking water while 80 per cent use tap water.

Interestingly, seven per cent still fetched drinking water from a source located more than 500 metre away in rural areas or 100 metres in urban area, and this figure was 12 per cent in 2001, he noted.

The state has outdone the national average in terms of households with latrine available within the premises with as many as 48.3 per cent of the households having the facility, while it was 46.9 for the country.
  
The number of  households having no latrine declined from 64 percent in 2001 to 52 per cent in 2011 and Chennai and Kanyakumari topped with more than 95 per cent and 87 per cent having the facility within the premises.

Number of households dependent on tap water rose from 62.5 per cent to 79.8 per cent “showing the availability of treated water”.

Gopalakrishnan said even as the number of households reliant on well-water and other sources including borehole and hand pump showed significant decline.

Tamil Nadu is seeing a rise in nuclear families as only married couple are above the national average , according to S Gopalakrishnan, director of Census Operations,
Tamil Nadu.

According to the details of Census 2011 Data on Houses, Household and Amenities and Assets, the households in the state has 74.4 per cent single  married couple, which is way above the national average of 70.1 per cent highlighting the slow extinction of joint family in the state, said Gopalakrishnan.

The census also pointed out that there has been an increase in number of households with one to four members and decline in five and above members besides decerase in proportion of households with four or more married couples.

Interestingly, households in the state having more two married couple is also way below the national average. While the national average is 14.1 per cent, the state average is only 10.1 per cent.

Interestingly, the single married couple living in a household is averages more than 70 per cent across all the districts with Chennai 77.6 per cent. The census also pointed out that 74.5 per cent of the households live in own house. Interestingly Chennai ranks at the bottom with 47.2 per cent ownership, followed by Coimbatore 59.4 per cent and Madurai 61.6 per cent.

Similarly, Tamil Nadu has 47.9 per cent using Liquefied petroleum gas for cooking when compared to the national average of 28.6 houses. Interestingly, in the rural areas 28.6 per cent people use LPG gas while in urban areas 66.7 per cent use LPG.

The census also revealed that 93 per cent households in the state rely on electricity which is way above the national average of 67.3 per cent. Ineterestingly, six per cent of households in the state still rely on kerosene.

However, state is way below the national average when it comes to households availing banking services.  It has a total of 52.2 per cent when compared to the national average of 58.7 per cent and is ranked 26th in the nation. The stumbling block is in rural areas which has only 45.19 per cent access to banks.

The census also revealed that five per cent of the households in Tamil Nadu do not have any basic assets. Interestingly, Dharamapuri, Dindigul and Salem are the districts where there is prevalence of people having no basic assets.

Radios are out of fashion in Tamil Nadu and the state has highest penetration of television sets, according to Houselisting and Housing Census 2011.

The survey states that the state is next to New Delhi when compared to the penetration of television sets. Interestingly, 87 per cent of households in the state have television sets when compared to the national average of 47.2 per cent.

Surprisingly, there has been a 46 per cent rise when compared with the figures released in census 2001. In rural areas there has been a growth of 61 per cent during the last decade while in urban areas there has been a rise of 28 per cent in ownership of television sets, the survey added.

Interestingly, radio or transistor is going to be out of fashion in Tamil Nadu with only 23 per cent still preferring the audio medium. There has been a decline of 21 per cent but the figures should be taken into account keeping in mind that the census officials haven’t taken mobile phone radio into account, census officials said. 

Interestingly, the computers, laptop and Internet hasn’t penetrated deeper in Tamil Nadu with only 11 per cent households have computer or laptop facility while four per cent have Internet facility. The census reveals the penetration of internet is eight per cent in urban areas as compared to one per cent in rural area.

Meanwhile, the census also revealed that 75 per cent households have telephone or mobile facility with 84 per cent in urban and 66 per cent in rural area. The penetration of mobile phone is n69 per cent and landline is 13 per cent.

Federation of Indian Chambers of Commerce and Industry Tamil Nadu State Council hailed the budget as “proactive, balanced and people-friendly.

The budget has a flurry of announcements in tune with the VISION 2023 unveiled by the Chief Minister J Jayalalithaa recently. The fiscal deficit will be Rs 19,832.13 crore, which would constitute 2.87 per cent of the GSDP with reduction of borrowings since this is going to set tune for aggressive growth in the coming years, FICCI said.

The idea to form the “Tamil Nadu Infrastructure Development Board” (TIDB) with the chief minister as the chairperson to commence implementation of the new projects and Rs 1,000 crore allocated to TIDB is commendable and will boost Tamil Nadu’s GSDP, FICCI added.

The allocation of Rs14,552.82 crore for the School Education Department in tandem with the creation of a Special Purpose Vehicle for Tamil Nadu Skills Development Mission will ensure that the further impetus is created in the coming years so that Tamil Nadu continues to showcase availability of skilled manpower as a unique selling proposition when compared to other states in India.
The budget revealed that manufacturing sector in Tamil Nadu is set to once again become the major driver in the creation of employment and to trigger growth in the service sector, FICCI said.

Union Minister of State for Social Justice and Empowerment D Napoleon may have quit the entertainment industry after joining the Union cabinet but on Monday he turned entertainer again after his political mentor M K Alagiri asked him to sing.



Delivering his speech after inaugurating the High Learning Centre in CIPET, Union Minister of Chemicals and Fertilisers M K Alagiri on Monday told the audience, “Since, many of you want Napoleon to sing, I ask him to sing a song for you.”



A shocked Napoleon later obliged as he said that Prime Minister Manmohan Singh has asked him not to take any film roles after he had taken oath as minister. “I requested him that I have three films pending and want to complete it. And he had kindly obliged,” said Napoleon.



And then he retorted, “It has been a long time since I have been cut off from my fans.”



He later sang the song ‘Kizhaku Cheemaiyle’ from the hit Tamil film Seevalaperi Pandi amidst the applause from the audience and a smile from Alagiri and DMK Member of Parliament K P Ramalingam.



Earlier, Ramalingam urged Alagiri to set up a separate university for CIPET, which is now affiliated to Anna University. Alagiri said efforts are on to grant university status for CIPET.

TN hikes SCSP allocation to Rs 6,108 crore

The Tamil Nadu government said in the budget that the allocation under the Scheduled Caste Sub-Plan for 2012-2013 will be increased to an all time high amount of Rs.6,108.60 crores, constituting 21.82 per cent of the Annual Plan outlay. It will also be ensured that the funds meant for Adi Dravidar reach the required target group.

Government also announced a sum of Rs.76.76 crore  towards enhanced feeding charges in hostel for the year 2012-2013.

The state government also announced a sum of Rs.331.31 crores has been provided in this Budget for pre-matric and postmatric scholarships for students from Adi-Dravidar/Tribal communities. For the first time in the history of Tamil Nadu, the Chief Minister has announced that the post matric scholarship will be extended to the students of Adi-Dravidar/Tribal communities studying in free and paid seats of recognised self-financing institutions.

The construction of 49 hostels has been taken up in the current financial year and the balance 44 hostels will be taken up in 2012-2013 under NABARD-RIDF. Further, upgradation of essential infrastructure facilities in 1,080 hostels has been taken up with an outlay of Rs.83.40 crores. As yet another initiative, to end the practice of college hostel students sleeping on the floor, cots will be provided to all college hostels during 2012-2013.

TN to purchase 3000 new buses

Tamil Nadu will purchase 3,000 new buses during 2012-2013 at an estimated cost of Rs.548 crores. Towards this, the Government will provide share capital
assistance of Rs.150 crores and a loan support of Rs.150 crores. The existing infrastructure for bus building with the State Transport Undertakings will
be fully utilised by synchronising the purchase of buses.

Government will also provide financial support as a one time measure to release all the
219 buses which are under attachment by the Courts. Further, in order to reduce the workload of bus conductors and to enhance the ease of ticket purchase by passengers, Global Positioning System (GPS) based e-ticketing system through hand-held
devices will be introduced in all STU buses during 2012-2013.

Government will also take necessary steps for the transit-oriented development of the mass transport corridors like Anna Salai and EVR Periyar Salai and maximise the access to public transport.

--- The State will soon introduce a new egovernance policy. Building on the various levels of computerisation which have been achieved by several departments, this Government has decided to select the departments having high level Citizen- Government interface, for comprehensive computerisation with process re-engineering on a mission mode.

---- Government will implement the National Population Register Programme in the coming financial year and this biometric data base would be linked to various application softwares of utility departments like Public Distribution System, Social Security Pensions and other individual beneficiary oriented schemes like the Chief Minister’s Comprehensive Health Insurance Scheme.


--- Government will ensure that this arduous task will receive a focus in the coming financial year through convergence of the efforts of various departments which impart skill training under the umbrella of “Tamil Nadu Skill Development Mission” (TNSDM). This will involve adopting nflexible and innovative approaches to delivering skill training, certification, combining continuing education with work in co-ordination with industry. The Tamil Nadu Skill Development Mission which is currently being implemented through a society, will be reorganized as a Special Purpose Vehicle (SPV)
with participation from the private sector as well. The state has set apart Rs.75 crores in the Budget Estimates for 2012-2013 for providing such skill training through different departments. As employment exchanges attract a large number of youth, job seekers and employers, this Government will establish 37 district level Private Sector Placement Assistance Cells in all 32 districts at a cost of Rs.193.20 lakhs.

--- Government will launch the Tamil Nadu Urban Livelihood Mission in the coming
financial year. This programme will focus on livelihood security for the urban poor by providing skill and employment opportunities, housing and basic amenities, universal access to health and education, social mobilisation and special homes


---- TN to have dedicated State Disaster Rescue Force to respond expeditiously and effectively. This will be on the pattern of the National Disaster Relief Force,
trained in rapid rescue operations.


--- In urban areas also, Common Service Centres will be designed and established in such a way that all Government and Public services are offered to the people as a one stop solution. The Government also proposes to promote the “Cloud Computing” model for enabling the sharing of hardware capacity among departments.

--- Government proposes to introduce an Integrated Financial Management System so that the receipts and expenditure are monitored through Automated Treasury Management System. This will take care of end to end computerisation of the State receipts, expenditures and budgeting process. A treasury portal serving as a common payment gateway for remittance of all Government receipts will also be put in place. This would bring in better control over tax receipts and expenditure in different departments.


--- In order to fulfill the objective of providing house sites to poor families, one lakh house site pattas will be distributed in the year 2012-2013.


---- Action is being taken to provide laptop computers with printers to Village Administrative Officers at a cost of Rs.22.49 crores. Taluk offices are one of the main points of Citizen-Government interface. With a view to creating a citizen friendly environment for grievance redressal, this Government has decided to allocate Rs.50 lakhs to each district to improve the public amenities in the premises of Taluk Offices.


--- TN to set up an Integrated Traffic Management System in Chennai with stateof-
the-art infrastructure at an estimated cost of Rs.150 crores. This system would enable total automation of the enforcement process, ensuring easy monitoring and better regulation of traffic.


---- Road safety fund increased to Rs.65 crores of which Rs.25 crores will be earmarked for the Highways Department. This amount will be utilized for improving traffic infrastructure, signals, rectifying defects in accident prone stretches, creating awareness and training. We also propose to set up Heavy Motor Vehicle Driving Schools for increasing the availability of well trained drivers at a cost of Rs.13 crores in 13 districts where such facilities are not existing now.

--- A sum of Rs.736.15 crores has been provided in the Budget Estimates 2012-2013 for Judicial Administration.

--- The adequate flow of funds into agriculture sector has been ensured through
the highest ever allocation of Rs.3,804.96 crores for agriculture in the Budget Estimates 2012-2013.

Tamil Nadu will establish 10 super specialty hospitals across the state and will provide tertiary care within 150 km from any location in the state, according to the Vision 2023 document.

Estimating an investment of Rs 11,000 crore, the document, which was released by Chief Minister J Jayalalithaa, stated that primary and secondary health network will be strengthened in such a manner that a referral center is available within a maximum distance of 5 km from every sub-centre.

The document, prepared along with Asian Development Bank experts and ICRA Management Consulting services Limited, also said that all primary and secondary hospitals will be connected by al weather black topped road and bus connectivity will be ensured at least twice every day from every village to the nearest sub center and referral hospital.

The government said that to ensure round the clock availability of doctors and nurses, all primary health centers will be provided with good residential accommodation dor atleast a doctor and three staff nurses.

Special focus will also be provided on non-communicable diseases like diabetes, hypertension, cardiovascular diseases and cancer which are emerging as major cause of morbidity and mortality, the document said, adding that a two-pronged strategy will be adopted to tackle these diseases.
The document also said trauma and disaster management systems will be strengthened across the state to provide relief services within an hour of receipt of information.

Union Govt expecting Rs 25 lakh crore infra investment from pvt sector in 12th plan

The Union government is expecting Rs 25 lakh crore investment from private sector in the infrastructure during the 12th five-year plan, according to Union Shipping Minister G K Vasan.
Addressing the conference ‘Thriving in an Imbalanced World’ organized by Confederation of Indian Industry here on Saturday, Vasan said during the 12th plan infrastructure investment is expected to go up to Rs 50 lakh crore and the Union government is aiming to attract a contribution of 50 per cent from the private sector.
He said the strategy of the government is to increase investment in infrastructure through a combination of public investment and public private partnerships.

He also said that as many as 17 rail connectivity projects to ports have been sanctioned in the rail budget and if executed these projects can result in a huge boost to India’s current growth rate.
He also said that cargo handling is projected to increase significantly at all ports during the 12th plan and the immediate focus has to be on building vibrant, efficient and safe ports and shipping services besides a strong base for shipbuilding industry.
CII president B Muthuraman highlighted the volatility and unpredictable business across the globe and need for businessmen to adapt and be flexible.
Boston Consulting Group study ‘Thriving in a Volatile World’ was released during the occasion. The report highlighted how the world has changed in the last four years becoming more volatile and unpredictable besides creating a ‘new normal’ and that building adaptive advantage will be a single most important tak that CEOs will have to focus on.

Estimating an investment of Rs 275,000 crore to boost urban infrastructure, the document says the key projects to be undertaken in the next 11 years include development of Chennai into megapolis, development of 10 world class cities besides rehabilitation of 15 lakh families living in slums.

The document also envisaged universal access to 24x7 water supply and sanitation services besides access to mass transit systems for efficient urban transport.

In a bid to increase its footprint in Tamil Nadu, Britain will be setting up its offices in Tier-II cities of Tamil Nadu, according to British deputy high commissioner Mike Nithavrianakis.

Nithavrianakis told Express on the sidelines of Confederation of Indian Industry Regional Emerging Entrepreneur Awards that the opening of additional office in Tamil Nadu is part of the its plans to expand operation in India.

“We are hoping to have additional offices in India in a matter of weeks and are getting positive signals from the Ministry of External Affairs,” Nithavrianakis said.

He said Britain is now not focused on metros or state capital but is planning to have its presence in Tier-II cities and there are plans to have additional office in Tamil Nadu. However, he refused to elaborate further.

Nithavrianakis also said that deputy high commission in Chennai is currently adding more staff.

The plan to expand British footprint in India comes in the wake of British minister of state for foreign affairs Jeremy Browne’s visit to Chennai on February 14.

Panchayat presidents on Friday urged the state government to leave out irrigation sector and the street lights from the proposed hike in power tariff besides sought repeal of Section 205 of Panchyat Act that curbs the freedom of the elected panchayat leader.

In a memorandum, the panchayat presidents belonging to Confederation of Federations of Elected Presidents of Panchayat government – Tamil Nadu, Tamil Nadu Federation of Women Presidents of Panchayat Government, Tamil Nadu Dalit Panchayat Presidents Federation and Tamil Nadu NGO Alliance for Empowering Panchayat government said the power tariff rise will affect the farmers and government should leave out irrigation sector and street lights from the proposed power tariff hike.

M P Veeraswamy president of Manemai panchayat said that Section 205 of the Tamil Nadu Panchayat Act restricts the powers of elected representatives in panchayats and it should be repealed. He said the alternative is to strengthen the district panchayat institution and revolve democratic process at the district panchayat level to monitor the functioning of village panchayats and panchayats at the union level.

Advisor to Tamil Nadu Federation of Women Presidents of Panchayat Government Jesurethinam urged the government to examine entire budget making process. “The present budget structure of 10.5 per cent of devolution of state tax revenue to the local bodies is not up to the recommendation of the 3rd State Finance Commission. “It must be redefined so that 30 per cent to 50 per cent of all state government budgetary resources are transferred and allocated to local government.

The panchayats also urged for more workforce to monitor the Mahatma Gandhi National Rural Employment Gurantee Act. “Currently there are only eight people to monitor a panchayat union which is not enough,” said Jesurethinam, adding that NREGA list should also include agricultural work so that shortage of farm labour can be resolved.

Duraivelu of Melemur panachayt in Kanchipuram district said the panchayats don’t have freedom to appoint the beneficiaries of Green House sheme and urged the chief minister to look into the issue.

Tamil Nadu will have an additional 5,000 MW of power before 2017 which will help resolve peak power and energy shortage the state faces at present, according to Vision Document 2023.

According to the document, a total investment of Rs 4.5 lakh crore is needed to boost the power scenario in the state.

New power generation capacity dedicated for Tamil nadu, located within the state or elsewhere, will account for a bulk of investments worth Rs 280,000 crore, the document stated.

The state is also planning to establish a Rs 20,000 crore smart grid system that enables lower the cost of energy to consumers, spark innovation in energy management at all levels in energy chain across the economy and improve the reliability and security of electricity grid.

The state is also giving special thrust to green power by maximizing investments in wind power to create incremental generation capacity of 5,000 MW and 5,00 MW in solar energy.

These include development of mono or metro rail netweorks in two other cities besides Chennai, a freight corridor connecting Chennai and Thoothkudi besides high speed rail link connecting Chennai, Coimbatore, Madurai and Kanyakumari.

The state is also planning upgradation of existing airports in Coimbatore, Trichy and Madurai to international class with a capacity of 10 million passengers.

Chief Minister J Jayalalithaa’s vision document doesn’t solely focus on the aspiration to make the state numero uno in the nation but also to make the state as top three destinations for investment in Asia.



Her vision to make the state top three investment destinations could be gauged as during her speech to release the Vision 2023 document, she frequently pointed out the growth of East Asian economies instead of the Indian states while highlighting her vision to make Tamil Nadu one of the top three destinations for investments in Asia and also emerge as the most attractive destinations for investment in Asia.



She said attaining one among top three positions in Asia would be tantamount to benchmarking the state with countries such as South Korea, Thailand and Malaysia which are ranked 8, 17 and 18 respectively in the world by the International Finance Corporation in its study on ‘Ease of doing Business.’



She also compared the growth of Tamil Nadu to the growth of South East Asian nations when she highlighted the need to attain a growth rate of 11 per cent.


“Several countries in Asia, in particular, Thailand, Malaysia and China have grown at around seven per cent to 10 per cent per annum for more than 20 years during 1980s and later. Considering the fact that several Asian nations have grown at 10 per cent, the aspiration for Tamil Nadu to achieve 11 per cent growth is achievable,” she said.

Jaya to create 10 world class cities in TN in next 11 years

Chief Minister J Jayalalithaa on Thursday unveiled the state’s strategy to catapult it into the numero uno position by focusing on energy security, agriculture, infrastructure, inclusive growth, eradication of poverty and training and equipping 20 million youth with skills in the next 11 years.

Releasing the Vision Tamil Nadu 2023 document, she said the focus will also be on to reduce inequality of incomes across the state, create 10 world class cities, 25 lakh affordable homes for poor besides establishing 10 or more top of the league institutions as Centres of Excellence in various fields that will attract the best talents from across the globe.

“Tamil Nadu Vision 2023 places substantial emphasis on inclusive growth by channeling considerable resources to the lowest income groups and ensuring Tamil Nadu becomes poverty free,” she said.

Jayalalithaa also said that her vision is to provide piped and pressurized water to all citizens and ensure 100 per cent access to safe sanitation before the end of 2023. “open defecation will be completely eliminated in the state,” she vowed.

She also said the state is constructing 25 lakh affordable homes for the poor to create slum free and hut free Tamil Nadu besides achieving universal secondary education and increase enrolment in colleges (including vocational education) by over 50 per cent.

She also said the state will be criss-crossed with high-speed, safe multi-lane highways and every district will have quality roads by the end of 2023.

There was also emphasis on energy security, as the chief minister highlighted her vision to build 20,000 MW of additional power generation capacity in the next 10 years.

Highlighting the need for availability of trained, knowledgeable and skilled manpower in Tamil nadu to realize success of Vision 2023, she said the state will train and equip 20 million persons with skills in the next 11 years.

The chief minister also stressed on food security and second green revolution. “My vision is to achieve substantial improvement in agricultural productivity by introducing scientific agricultural methods and building an institutional network to support the continued adoption of the same,” she added.

Chief Minister J Jayalalithaa on Thursday unveiled her vision to take the state on a high growth trajectory by charting out various initiatives, including universal access to infrastructure services to the tune of Rs 15 lakh crore in the next 11 years on Thursday

Releasing the Vision 2023 document at a packed audience, which included trade captains, bureaucrats, ministers and consul generals, she urged the non-governmental sources, including private sector organizations, banks and foreign direct investments to help meet the resource requirements in transforming the state to numero uno position.

Quoting French poet, playwright and novelist Victor Hugo, she said, “No power on earth can stop an idea whose times has come. I want to say that the emergence of Tamil nadu as a major economic power happens to be one such idea.”

She said over the next 11 years, Tamil nadu will aim to increase its GDSP at a growth rate of 11 per cent per annum – about 20 per cent more than the expected growth rate of India’s GDP over the same period.

“Given the expected increase in population of 15 per cent over the next 11 years, the increase in per capita income would amount to six times over this period,” Jayalalithaa said.
Stating that the aspiration for Tamil nadu to make its economy grow at over 11 per cent per annum over the next 11 years is an chievable goal, she said in 2005-06, the state clocked an impressive growth rate of 13.95 per cent and the manufacturing sector registered an all time high growth of 15.10 per cent. “Although this growth momentum decelerated in subsequent years, there is no reason to believe that we cannot reclaim the high growth path,” she said.

She also said Tamil Nadu will be able increase its per capita income at today’s prices by six times to reach Rs 4.5 lakh or $10,000 in 2023 in line with per capita income of upper middle income countries.

Industry hailed Vision 2023 document released by Chief Minister J Jayalalithaa and said Vision 2023 document has the attributes of a truly great visionary leader.



Federation of Indian Chamber of Commerce and Industry Tamil Nadu State Council said it is absolutely delighted to hear chief minister articulate her grand plans for Tamil Nadu entitled Vision 2023 to ensure that Tamil Nadu reached the numero uno position in the next 11 years in all parameters enshrined in Social Development to Human Development Index (HDI) to make Tamil Nadu an ideal destination for foreign and domestic investments.



“Her emphasis on ensuring that all citizens of Tamil Nadu have a high standard of living with the per capita income reaching $ 10,000 per annum by 2023 is attainable,” FICCI said in a release.


“Jayalalithaa has looked with great foresight and has the attributes of a truly great visionary leader to have envisaged such an outstanding Vision 2023 which will ensure that the entire populace of a great place to live, work and enjoy the fruits of a great administrative efforts,” FICCI said.

Confederation of Indian Industry said the vision document is a   welcome move by the state government. “This initiative would make a foundation for enhancing industrial and infrastructure growth, and also aid in accelerating the social development measures in the State, said R Dinesh, chairman of CII Tamil Nadu State Council. “CII is committed to work with the Government to make this dream a reality. There are other certain specific focus areas  which have been highlighted in the document which would help industry to understand the priorities of the Government and also provide opportunity to work jointly for the development of the State,” a CII statement added.
