TN charts strategy to pick up smart cities

Tamil Nadu government will be shortlisting potential smart cities from
a list of 32 cities having a population of more than one lakh.



As per information available with Express, there are over 32 cities
which has more than one lakh population and are included under the
Atal Mission for Rejuvenation and Urban Transformation (AMRUT) cities,
a 10-year programme with an investment of around Rs 2 lakh crore.
Under it, 500 cities and towns across India are planned to be
rejuvenated.



It is learnt that efforts are on to add Namakkal and Villupuram under
the Amrut scheme. “There are 12 municipal corporations which are
potential smart cities among the 34 Amrut cities. These will enter
into the challenge round for selection by the Union government,”
sources said.



It is learnt that the cities would have to prepare ‘Smart City
Proposal’ which is the basis for the selection of 20 cities all over
India for the year 2015-16.



The proposals would be reviewed by state level high powered steering
committee (HPSC) with chief secretary as chairman and principal
secretary of municipal administration and water supply department as
member secretary. It would also have finance secretary, housing
secretary, representative from union Ministry of Urban Development,
mayors of corporations, corporation commissioners, managing director
of TWAD, managing director of Metro water and director of municipal
administration.



The steering committee would provide state level platform for exchange
of ideas pertaining to development of smart cities besides overseeing
the process of first stage Intra-State Competition on the basis of
stage-1 criteria.



However, the question remains whether the whole city would be
converted into smart city or a part of the city will be taken up that
will have smart solutions.



Interestingly, state government is planning implementing smart cities
under three different concepts. These include retrofitting which is
planing in an existing built-up area to achieve smart city objectives
in 500 acres; redevelopment, that is replacement of existing built-up
environment and enable co-creation of new layout with enhanced
infrastructure using mixed land use in a minimum area of 50 acres; and
Greenfield Development that is introducing smart solutions in
previously vacant area which could be more than 250 acres.



Interestingly, each smart city is likely to have an advisory forum
which is likely to be chaired by the district collector and would have
MP, MLA, mayor and local youth besides NGOs and slum level federation.



This proposal would include the Vision of the City. This would have
area development plan and pan city development. The focus would be on
transformative projects with highest possible impact on economic
growth in the city as well as improving the quality of life for all
including poor.



There would also be a financing plan for complete life cycle of the
projects. These include identification of internal and external
sources on mobilising funds besides resource improvement action plan
for sustainability of urban local bodies and the last is formation
special purpose vehicle for implementation of the project.



It is learnt that the structure of special purpose vehicle is being
worked out. Sources indicate that the Chennai Corporation commissioner
could be the chairman of the board of directors of SPV.



The other board of directors include representative of Union ministry
of urban development, representative from state finance department as
well as financial institution, engineering director of TWAD,
corporation or municipal commissioner, chief executive of special
purpose vehicle as well as two independent directors.



The tenure of the CEO is fixed for a period of three years and would
be appointed by the state government in concurrence with Union
Ministry of urban development.

Retrofitting: Planning in an existing built-up area to achieve smart
city objective

into the retrofitted smart city

2. Redevelopment: Replacement of existing built-up environment and
enable co-creation of new layout with enhanced infrastructure

Area: minimum 50 acres

Plan: Develop layout plan for mixed land use, higher FSI and higher
ground coverage



3.Greenfield Development: Introduction of smart solutions in vacant area

Area: More than 250 acres

Plan: Innovatie planing, affordable housing for poor and located
within the limits of urban local body
