Residents of newly inducted areas in corporation have to pay more development charges

Residents of nine municipalities, eight town panchayats and 24 village panchayats that have been incorporated into Chennai Corporation will now have to pay the development charges levied by the corporation.
 Sources said a decision to implement development regulations and levy development charges to the extended area as applicable for the city area was taken during the meeting of senior officers held on November 4.
 The revised development regulation norms and the revised rates shall be applied to the planning permission applications for which decision is pending as on October 25, 2011, the sources added.
This will result in residents, whose areas have been inducted into corporation limits, will now have to shell more as development charges to what they have been paying earlier. Sources said while those in the municipalties won’t be shelling out that much amount, there will be definitely a change in those living in the panchayats.
Interestingly, there has been no change in the development charges for the last 14 years.
Meanwhile, Metro Water has been asked to seek clarification on collectability of Metrowater Infrastructure Development Charges (MIDC) in respect of newly added areas of Chennai Corporation and after obtaining reply further action on such cases may be taken, the officers decided.
 The development regulation classifies metropolitan area into two tracks. The first one includes Chennai City, municipal and town panchayat areas and the second include rest of Chennai metropolitan area covering all the village panchayat areas. The development parameters norms as well as development charges, regularization charges vary between the city areas and ‘rest of the areas’.
 As the classification is based on the urban character of the distinguished areas, the planning norms and rates of levy shall follow the new classification, sources said.
Hence, the development regulation, rates of development charges and other charges as applicable for city areas may have to be extended to the extended areas of Chennai Corporation also, the sources added.
