Chennai monorail gets Centre’s conditional approval

Chennai:

The monorail dream of Chennaites would soon be realized with Union
Urban Development Ministry giving conditional approval for the first
phase of Chennai Monorail Project worth Rs 3,267 crore.

The Ministry of Urban Development secretary Shankar Agarwal told
Express that the Centre has accorded ‘In-principle’ approval to the
Government of Tamil Nadu for taking up the 20.68 km Project linking
Poonamalle and Kathipara with a link from Porur to Vadapalani.

The project, which was initiated by AIADMK supremo J Jayalalithaa,
would be implemented under ‘Design, Build, Finance, Operate and
Transfer (DBFOT)’ model with entire funding from the state government
or state agencies or under public private partnership without any
financial support from the Government of India.

Interestingly, Centre has put forth conditions for approval. These
include that the state would ensure price based measures to promote
ridership as part of an integrated traffic rationalization plan for
the city to ensure ridership.



Besides, a suitable arrangement, independent of Special Purpose
Vehicle (SPV) for periodic fare revision for other competing modes and
to provide multimodal integration, including suburban railways to
provide network connectivity in the region to provide seamless travel.

It also has put forth a condition of setting up a Unified Metropolitan
Transport Authority, duly backed by legislation, to facilitate
coordinated planning and implementation of urban transport projects
and the state and the central government would set up a joint
oversight mechanism, the details of which would be incorporated in the
Memorandum of Understanding to be signed between the two.

Meanwhile, official sources in the state government told Express that
there will be a total of 16 stations altogether in the two corridors.

While the 13.72 km first corridor from Poonamallee to Kathipara will
have 11 stations, the second corridor between Porur to Vadapalani
would come along the 6.96km stretch.

 Sources said that monorail's advantages include safety, quicker
project execution, low noise pollution and lower cost to consumer.

Further, the system could be implemented quickly, without undue
traffic diversion and would involve minimal acquisition of land and
little disruption to existing utilities and services.  Being an
elevated system, monorail had lesser accident possibilities.

The project has received Rs 200 crore from the State administration in
the 2014-15 budget estimate. The project will be implemented by
Metropolitan Transport Corporation (Chennai) Ltd (MTC).

The Corporation has called for RFQ from the interested parties to
bring out a detailed scope of work, eligibility criteria, feasibility
report, ridership estimation report, MTC Bus passenger data and
others.
