Justice R Raghupathy, head of one-man enquiry commission appointed by
Chief Minister J Jayalalithaa, on Wednesday summoned Chennai
Metropolitan Development Authority’s multi-storied panel committee
members as well as those who scrutinized the plan of the Moulivakkam
building which collapsed and killed 61 people.
A CMDA official told Express that the multi-storeyed panel committee
members were summoned by former judge who is probing into the reasons
behind the collapse of the 11-storey construction site on Kundrathur
Main Road on June 28.
Sources in CMDA revealed that those summoned included planning
assistant Santosh Kumar who is now an assistant planner, assistant
planner Esther, deputy planner Meena, chief planner Rajsekhara Pandian
and then member secretary, who is the chairman of the panel.
Sources said even officials from Chennai Corporation, police, fire
service department, Metro Water and Tamil Nadu Electricity Board were
also summoned.
Meanwhile, after the Moulivakkam tragedy, the state government has
asked the planning body as well as revenue department ensure that
certificates are issued by officials before clearing a plan or
valuating a property.
A source told Express that this is to fix the responsibility on the
officials. Now a licensed surveyor who usually signs the plan also has
to certify the plan. Similarly, the architect as well as structural
engineer also has to issue certificates regarding the design and
structure of the building.
Similarly, the revenue department now has to certify the valuation of
the building. Earlier, they just stamp a seal on the plan.
