Interestingly, the state is planning the second document after chief minister J Jayalalithaa invoked the alchemy of a great vision to transform the state by her Vision 2023 document.

The official said the document would also have a special focus on the farm sector, helping farmers partner with industry in increasing the yield of their land.

“We are working on a model where producer and industry co-exist. Under this model, the farmers will have control of the land, which would be leased out to industries for cultivation,” said the official.

Earlier replying to a query from a representative of FICCI on the port connectivity project, a senior official of industry department said the state has sanctioned Rs 84 crore for widening the roads under the Chennai Road Port Connectivity Project (formerly Ennore Manali Road Improvement Project).
