TN urges Centre to transfer slum encroached GOI lands to implement slum upgradation scheme

Chennai:

Tamil Nadu government has urged the Union government to transfer those
lands that have been encroached by slums to implement the slum
upgradation programme.

Sources told Express that this proposal was put forth during the
Conclave of Ministers of Housing and Urban Development of states and
union territories in New Delhi to achieve the objective of Slum Free
Cities before 2023.

Interestingly, the state has also urged the Centre that the share for
the schemes under Rajiv Awas Yojana may be sanctioned based on the
proposals of Slum Free Cities Programme (SFCP). It is believed that a
suggestion was put forth before the Centre that the sanctioning
process must be delegated to a state level committee with a
representative from the Union government.

Interestingly, the state has also suggested exclusive housing scheme
for tenants living on rent in slum hutments.

Sources said the state government is of the view that tenants living
in slum houses for rent also require houses under the Rajiv Awas
Yojana. “The hut owners cannot share their accommodation with tenants
for holistic slum upgradation and issue of land tenure later. An
exclusive housing scheme may be formulated for these also, as
relocation schemes to attain the objective of slum free cities,” it
was suggested during the conclave.

It has also been urged that the Union government should immediately
launch a massive urban development programme with substantially higher
central share of funding after correcting the defects of old JNNURM
scheme.
