Was the CISF shooter harassed by superiors or was he mentally deranged?

C Shivakumar

Chennai:

“I don't want to see his body. Please leave me alone,” sobbed the wife
of Central Industry Security Force (CISF) head constable Subburaj as
CISF men clad in khaki lifted the bodies of their brethren covered in
white sheet from the ambulance that arrived from Chengalpet government
hospital

“A man in uniform killed my husband. Leave me. I don’t want to see the
body of my husband,” she said cried hysterically as her son and
relatives lead her to the final ceremony being conducted for her
husband before transferring the body to Chinnareddipetti near
Kallupatti in Madurai.

Subburaj is one of the three CISF personnel killed by head constable V
P Singh while getting ready to attend the first shift starting at 4.50
am. The other two were ASI R Ganesan and head constable Mohan Singh.

Interestingly,  head constable V P Singh, who was transferred from
narora atomic plant, may have become the villain for the families of
the three deceased but he does have sympathizers in the CISF personnel
as well as goodwill among the family members.

Interestingly, a few CISF personnel alleged that V P Singh was
mentally unstable and certified by authorities in Narora nuclear plant
not provide him with the gun.  But then families at the quarters close
to the CISF Barracks, where the shootout happened, and other CISF
personnel reject the theory.

“He was a quiet and kind person,” said a housewife, who doesn't want
to be named. “We meet him often. He was not happy here and was
harassed by his superiors. If he is mentally unstable why would he
climb one floor and shoot the barracks in charge Mohan Singh and not
the person who was sleeping near him,” the woman said while dismissing
the theory.

Another CISF personnel said that they could not open their mouth on
the kind of mental tension he was undergoing or personnel suffering
under the senior officers.

“Mohan Singh was only following orders from his superiors,” a CISF
personnel said. Interestingly, Mohan Singh’s body did not arrive at
the CISF barracks for the final ceremony. “It has been neatly packed
and will be sent to his native place in Rajasthan,” said a official.

Interestingly officials investigating the incident said it is too
early to jump to conclusions on the metal condition of VP Singh and
discounted the mentally deranged theory floated by some personnel.
Interestingly, the officials indirectly referred to the stress factor
the CISF personnel are put into.
