Let TN also reap the benefits of coastal economic corridor

C Shivakumar
Chennai:

Tamil Nadu will benefit little with India’s first coastal economic
corridor coming up between Visakhapatnam and Chennai and the state as
well as Industry is pushing for its extension till the southern port
city of Thoothkudi so that backward regions of the southern most parts
could benefit.

The Visakhapatnam-Chennai Industrial Corridor (VCIC), developed in
association with Asian Development Bank (ADB), will benefit 11
districts of Andhra Pradesh. ADB has projected that the manufacturing
output would reach Rs 3,000 billion by 2025 and Rs 7,825 billion by
2035 in Andhra Pradesh following the implementation of the corridor.

Interestingly, Tamil Nadu also wants to be part of the growth story
and wants the corridor to include the south eastern cost linking
Kanyakumar-Thoothkudi-Chennai.

Interestingly, then Chief minister J Jayalalithaa had told the Centre
that Chennai-Bangalore industrial corridor and the
Vishakapatnam-Chennai industrial corridor would benefit only Karnataka
and Andhra Pradesh and not the many backward regions in the state.

She urged the central government to extend these corridors within the
state and even proposed Madurai-Thoothukudi Industrial Corridor, which
is to be implemented by Tamil Nadu, to be considered as part of the
East Coast Corridor by extending the Vizag (Vishakapatnam)-Chennai
corridor further south.

Both business chambers, Confederation of India Industry as well as
Federation of Indian Chamber of Commerce and Industry also echo her
view stating that Centre should look at a larger picture rather than
just focus on developing Chennai-Vizag and Chennai-Bangalore
corridors.

Ligi George, past chairman of Confederation of Indian Industry (CII)
Madurai Zone and now a member of CII’s National council for Small and
Medium Enterprises (SMEs) says that the extension of coastal economic
corridor to Tuticorin will not only benefit the Tamil Nadu but also
the entire nation.

“This will help develop the most economically backward regions along
the cost in Tamil Nadu till Tuticorin, which lacks connectivity. It
will touch Vedaranyam, Thondi, Paramakudi, Ramnad and other
districts,” he says.

He also urged the Union government to link Tuticorin with
Chennai-Bangalore industrial corridor. “We will then have two national
corridors and entire Tamil Nadu would benefit from that. Now only 30
per cent of the state is getting the benefits of development,” he
says.

He says Tuticorin-Madurai corridor should be linked to Dindigul-Erode
via Dharmapuri while the coastal districts be linked to East Coast
corridor. “This way coastal Tamil Nadu would play a key role in the
economic growth of the nation by linking to both eastern as well as
northern economic corridors of the country,” he said.

A source in the industry department says if the Union government
extends the Vizag-Chennai East Coast Economic Corridor to Tuticorin,
then it will be an ideal connectivity linking all the major as well as
minor ports starting from Krishnapattnam Port to Ennore Port,
Cuddalore Port, Nagapattinam Port as well as V.O.C Port in Tuticorin.

He says this will boost costal shipping sector besides make easier the
movement of cargo “This will also boost the development of middle as
well as Southern Tamil Nadu,” he says.

Federation of Indian Chamber of Commerce and Industry (FICCI) convenor
of Energy and infrastructure panel M Nandakumar says that
Vizag-Chennai corridor would limit the growth to Chennai with only
neighbouring Andhra Pradesh benefitiing from it. “It is time to extend
the corridor to Tuticorin so that entire Tamil Nadu can also benefit,”
he says.

He says with the majority of power plants being built near the coast,
the corridor could help in easier movement of coal. Even the coastal
tourism along Ramanathapuram district could boom, he added.
