TN looking at formulating CMDA service rules

CHENNAI:

After questions have been posed by both planners as well as the audit
report of Chennai Metropolitan Development Authority over the planning
body relaxing the service rules, efforts are on by the state
government to formulate the rules for promotions which was earlier
done on ad-hoc basis.

A senior government official told Express that the government is
planning to formulate the service rules.

To a query on whether the CMDA Technical Association’s plea for
further amending the service rules would be taken up, the official
said that they get representations from everyone. “It is up to the
government to decide,” he said.

If the service rules are being formulated, then further transfers
could not be effected by the pending draft rules with the government.

The proposal by government to formulate the service rules comes in the
wake of Chennai Metropolitan Development Authority relaxing the
service rules and qualifications to promote two Planning Assistants as
Assistant Planners sparking protest from town planners.

It is learnt that the 247th CMDA meeting held last month had relaxed
the service rule and qualifications for U Shanmugasundari and D Nirmal
Kumar, both planning assistant Grade-1, to promote them to the post of
Assistant Planner. This is being done despite the duo’s appointment as
planning assistant Grade-1 being questioned by the audit report of
CMDA in 2010-11.

It is learnt that nearly 25 cases relating to seniority and promotions
are pending in the Madras High Court as Chennai Metropolitan
Development Authority (CMDA) is allegedly violating the government
orders and Court directions in appointment and promotion.
