Abolish Rajya Sabha, says former Union cabinet secy

Chennai:

Rajya Sabha should be abolished as it is not fulfilling the purpose
for which it is created, according to former Union Cabinet secretary T
S R Subramanian.



Delivering a special lecture on ‘One year of Modi government -- are we
on right Track’ to mark the 62nd Anniversary of The Triplicane
Cultural Academy here on Saturday evening, Subramanian said that Rajya
Sabha was created as a check and balance system of constitution.



“The upper house was earlier constituted of intellectuals as well as
learned members but now it is being used for political purpose. We
should abolish Rajya Sabha or it will lose its value,” said
Subramanian.



He said the abolition of Rajya Sabha should be done so that the
country can compete with China and United States.



He said that it is too early to judge the Narendra Modi government at
Centre. “It is too early to expect the results for the concepts of the
government,” said the former bureaucrat.



He also highlighted the difficulty Centre is facing in implementing
the schemes in the state.



“Even BJP controlled states would have local compulsions to implement
many of Centre’s announcements. There is a need to find a solution for
it,” the former bureaucrat said.



He said schemes like Old age pension as well as rural insurance scheme
are better concepts than the loan waiver scheme and Mahatma Gandhi
National Rural Employment Guarantee Act. “They could be implemented
better through digital technologies to plug the leaks,” he said.



He also warned that Jan Dhan Yojana would collapse if new institutions
are not created. He also stressed the need to revamp primary,
secondary as well as higher education. He also questioned whether the
education system is qualified for skill development.
