The Petroleum and Explosives Safety Organisation (PESO) suspended the licence of explosive-making unit at Murugapatti, about 40 km from Tiruchirapalli, where about 20 people lost lives in a blast.
A notice, which was issued by Dr Ashok Kumar Yadav, joint chief controller of explosives, south circle, Chennai, has given 10 days time to the licensee to explain why his licence should not be suspended or cancelled.
Speaking to Express, Yadav said the blast could have been triggered due to isothermic reaction while the nitration of the chemical was going on.
“The incident happened around 7.45am when people were changing shifts. The toll could be more. It could be ascertained only after the inspection report from my team. All six officials are in the field. We don’t know how many people were at the site,” said Yadav.
The design of the building was such the splinters could not go outside and affect other buildings causing further loss of lives, he added.
Interestingly, the firm was already under the scanner of Petroleum and Explosives Safety Organisation which had issued innumerable show cause notice, the latest one as early as couple of months ago, said Yadav.
As per documents available with Express, during the inspection of Vetrivel Explosives premises in T Muruganpatty in Thuraiyur Taluka in Tiruchirapalli district on June 9, 2016, a show cause notice was issued against the firm for violation of Explosives Rules 2008 when the emulsion manufacturing process building, fuel blender building and oxidiser blender building was surveyed.
During the survey carried out by PESO it was found that 200 numbers of packages containing emulsion explosives and weighing 500kg were found stored in the building which was higher than the approved explosive limit of 2,000kg.
Not only that, the safety audit report for the year 2015-16 of Oxidiser Blender Building, safety management plan and onsite emergency plan was not produced during the inspection then.
The housekeeping of the emulsion manufacturing process building was not satisfactory as cartridges were found scattered below the collecting tray, waste cotton, damaged plastic bags and strips used for were also scattered on the building. Even thick mass of explosives were found to be deposited on the metallic rods of the conveyor machine. Emulsion matrix was also found spread on outside the hopper creating hazardous working condition.
