The deadline for Phase II exte nsion of Mass Rapid Transit Sy stem (MRTS) from Velachey to St Thomas Mount. has been exte nded to March 2018 as per revi sed plan.
The deadline has been revised as the project has been hit ov er payment of compensation to land owners under the Right to Fair Compensation and Trans parency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The earlier deadline was December 2016.
It is learnt that the state go vernment issued Government Ord er on February 11, 2011 to acq uire land under land acquisiti on Act 1894 for the formation of railway line between Velachery to St Thomas Mount under the Phase II extension project.
The land price then was fixed at Rs 2272 per square feet and was sent to commissioner of land administration and the interim award was announced only on September 2014, when the new land acquisition Act came into being.
This resulted in section of la nd owners approaching court wh ich asked the government to fo llow Section 40 (3) of the Rig ht to Fair Compensation and Transparency in the land acqui sition Rehabilitation and Resettlement Act 2013 and tend er interim compensation to respective property owners.
Following the order, the gover nment agreed to pay 80pc of interim compensation to land owners on December 2015 by adding the land value estimate d by the land acquisition officer for passing interim award along with 100pc solution compensation towards structure and trees.
As a result, the total compens ation for acquisition of the land from Velachery to St Thomas Mount is worked out at Rs 8.62 crore. Sources said the consolidated value per square feet as per new award works out to Rs 4629 per square feet to Rs 5,094 per square feet which is higher than the earlier award being fixed.
The delay in passing the award is attributed to administrati ve reasons.
The proposed alignment and ext ension of Phase-II took place in the year 2008 and till now 3.7 km out of the 5 km stretch of MRTS line has been completed.
