Chennai:
As the rains failed Tamil Nadu and the water in the reservoirs are dwindling, the state government is assessing the drought hit areas using a smart phone based App ‘Bhuvan’ developed by National remote Sensing centre.
This is being done as per the Drought Manual 2016, where in Ground truthing (information provided by direct observation as opposed to information provided by inference) is being done on 10 per cent of drought hit villages.
Sources told Express that the App records the global positioning system (GPS) coordinates of the site. Photos will be captured indicating the condition of the crop. The app is being provided to revenue, agricultural and horticultural department officials.
“If the crop loss is more than 33 per cent or more on the basis of field verification it will qualify for the declaration of drought and the drought will be of severe nature if the loss of crops is more than 50 per cent,” sources added.
During a high-level meeting chaired by Chief secretary Girija Vaidyanathan, which was held on January 4, it was decided that the ground truthing exercise will be done jointly by assistant agricultural officer of agriculture department and village administration officer of revenue department.
The meeting is being held in the wake of Chief Minister O. Panneerselvam announced the formation of committees comprising senior ministers and IAS officers to monitor visits by District Collectors to drought-hit areas and receive their reports.
Between October 1 and December 31, 2016, the State had recorded only 168.3 mm of rainfall, as against the seasonal average of 440 mm. As many as 21 of the 32 districts recorded deficit rainfall of over 60 per cent, while the remaining 11 districts received deficit rainfall ranging between 35 and 59 per cent.
It is learnt that during the meeting the chief secretary has also directed the monitoring officers to review the status of drinking water situation in the districts.
The monitoring officers have been directed to submit their report to commissioner of revenue administration who in turn will compile it and submit it to the government on January 10.
Meanwhile, the Chief secretary has directed monitoring officers to check whether district collectors effectively enroll all farmers under Prdhan Mantri Fasal Bima Yojana, a crop isurance scheme launched by National Democratic Alliance goernment last year.
TN action plan to assess drought:
1. Collectors asked to enumerate affected farmers
2. Monitoring officers to analyse fodder availability and measures for providing fodder, water and necessary animal care for ensuing summer
3. Check number of mandays under Mahatma Gandhi National Rural Employment Guarantee Act and draw a plan for providing man days for 150 days in coming months
4. Action plan to be charted out to construct farm ponds, de-silting of water bodies and water courses
5. 5. Cooperation, Food and consumer Protection department has been asked to ensure availability of food grains in open market and lifting and delivery of food grains to all fair price shops
6. Encourage short duration millet crops in areas with adequate ground water irrigation sources to meet both grain and fodder requirement
7. Environment and Forests department to prepare a plan to ensure adequate water resources for wildlife
