Two wings to be set up to deal with completion certificate, enforcement in CMA

Chennai
Metropolitan Development Authority has issued an order on Thursday
re-organising its enforcement cell to set up separate wings to deal with
enforcement action and completion certificate respectively in Chennai
Metropolitan Area.
The
decision comes in the wake of Monitoring Committee recommending that
enforcement cell in CMDA set up separate wings earmarked for issuing completion
certificate as well as enforcement action.
Currently,
enforcement cell comprises of three divisions in north, central and south
Chennai and deal with completion certificate, refund or forfeiture of deviated
security deposit and pursuing enforcement action on unauthorized, CMDA sources
told Express.
Following
the streamlining of the department, one wing will look into issuance of
completion certificate and other related issues and to handle miscelleanous
tasks like handling petitions received requesting enforcement cell action from
public, chief minister’s special cell and other agencies while other will
pursue only enforcement action on the deviated construction to the approved
plan issued by CMDA covering forfeiture of security deposit, physical
enforcement like locking and sealing or demolition and enforcement action.
The
reorganization of enforcement cell will result in formation of four divisions
from the existing three. The present geographical jurisdiction of north and
central division will be renewed as single division while the south division
will remain unaltered. Each stream will have two divisions. These include
completion certificate division north-central and south and enforcement action
division north-central and south.
The
four divisions will be created through re-organising the existing staff and
officers working in the enforcement with provision of a few additional staff
and officers through diversion from other units. In addition each division will
be allotted with a vehicle.
