TN to Tweak Town Planning Act, Implement Scheme on Gujarat Model

Tamil Nadu is planning to implement the Gujarat model of town planning
schemes and amendments to Tamil Nadu Town and Country Planning Act has
been proposed, according to official sources.
Sources told Express that Gujarat is a pioneer state in assembling the
lands for urban development through town planning schemes.
In a bid to implement the town planning schemes on the Gujarat model,
amendments to Tamil Nadu Town and country Planning Act, 1971 have
already been proposed, the source said.
Interestingly, the proposal for amendment to the town and country
planning act comes in the wake of Tamil Nadu Housing Board’s land
resources getting dried up. It is believed that TNHB doesn’t have
adequate land for carrying out projects.
Sources said that soaring land prices have been a major concern in
seeking land for various urban development projects including housing.
Interestingly, the new amendment would be similar to Ahmedabad Urban
Development Authority’s Land Pooling Area Development Scheme.
The new proposed amendment gives power to the planning authority to
declare its intention of a land pooling development scheme for any
area within its jurisdiction through a resolution, which should be
published in district gazette notification.
The amendment also has provisions for the appointment of Scheme
Planning Officer besides proposal for zoning and development
regulations for regulating development in the scheme area.
It also has the provisions for setting up a board of appeal, which is
likely to have a retired judge besides couple of assessors. The scheme
planning officer would assist the board of appeal in an advisory
capacity, the source revealed. The board would be deciding on appeals
relating to matters of estimation of costs, levy or the amount payable
by parties or owners.
