TN directed to provide report on timeline for achieving targets of NULM

The Union Ministry of Housing and Urban Poverty Alleviation (MHUPA) has directed Tamil Nadu government to provide a time-line for achieving the targets of National Urban Livelihood Mission before this Monday. 

This comes in the wake of Supreme Court slamming the Union government for failing to monitor implementation of the National Urban Livelihood Mission for poor, including shelter for homeless people, by the state governments.

It is learnt that the Union government has sought the details after Supreme Court has directed the MHUPA to file a short affidavit indicating the progress made in the implementation of the Scheme of Shelter for Urban Homeless.

Sources in MHUPA said that they also asked Tamil Nadu to include the status of the committees set up in terms of implementation of the scheme describing briefly the work done by these committees.

“We have also asked them to intimate us the timeline for achieving the targets that was fixed and intimated to the ministry by state in the annual action plan for construction of shelters under under Shelter for Urban Homeless component of NULM by August 24, 2015,” said the source.

It is learnt through official sources that the total Union government allocation for the State under NULM is Rs.10730.45 lakh. Under this component, a total of Rs 875 lakh has been allocated for Shelter for Urban Homeless.

Interestingly, a report Compiled by Information & Resource Centre for the Deprived Urban Communities (IRCDUC) and Indian Community Welfare Organisation (ICWO) has stated that even though the state government is subscribing to the NULM Operational Guidelines for Scheme of Shelter for Urban Homeless, the crucial issues including the Housing Continuum as well as the roles and responsibilities of the various state government

departments still remains unaddressed.

As per the directive of the Supreme Court, the total number

of shelters required to be constructed in Chennai is 75. As on date, there are only 28 operational shelters in the city. Till date, there is no clear-cut detail about the exact number of urban homeless in the city. There have been different surveys conducted by the NGOs and the Corporation of Chennai providing different projection of the homeless population in the city, the report added
