T Nagar likely to get the smart tag

T Nagar is the front-runner to get the smart city tag based on opinions elicited during citizen engagement as well as feedback in mygov.in website, according to sources.

This comes in the wake of state government appointing JLL as consultant for preparing the proposal for smart cities in Tiruchy and Chennai.

Shankar Arumugham, Head, Urban Solutions, Strategic Consulting, Jones Lang LaSalle (JLL), a global real estate services firm, told Express that JLL is helping prepare the proposals for five smart cities, including Chennai, Tiruchy, Baroda, Amritsar and Orissa.

He said for Chennai, JLL will be preparing a Smart City Proposal” (SCP) for Chennai. The preparation of Smart City Plan ( SCP) is a vital one as it is crucial for the selection of 20 cities all over India for the year 2015-16.

The second stage would include Vision of the City, area development plan and pan city development plan besides 

financing plan for complete life cycle of the projects besides a special purpose vehicle for implementation of the project.

Armugham said that JLL wil be preparing a Pan city initiative as well as smart solution at city level. “These could be solar street lighting, integrated traffic management system across the city as well as cycle sharing system,” he said.

Talkig about area development, Armugham said the plan is to go in for retrofitting which is planning in an existing built-up area to achieve Smart City objectives.

This could be done in an area of 500 acres. It will have intensive infrastructure service levels and a large number of smart applications which will be packed into the retrofitted Smart City. The idea is to complete it in a shorter time frame, leading to its replication in another part of the city.

Interestingly, it is unlikely that the smart city components would be worked out in different parts of the city. “The area development can’t happen in different parts as it won’t be viable,” said Armugham.

This could result in T Nagar getting smart tag but Armugham refuses to comment. “We are still eliciting the people’s opinion.,” he says. But sources say that T Nagar is the best bet for smart city as already initiatives were taken to redevelop it.

As JLL is eliciting people’s opinion on how smart the city should be, it would be worthwhile to see whether Chennai qualifies among the list of 20 cities once the final proposal is submitted in the month of
