Chennai:
Madras High Court has issued two weeks notice to the
state and Union governments over a petition seeking ban on cock fighting or any
other animal fights and to prosecute persons who organize and conduct and take
part in such events.
The first bench comprising of acting chief justice Satish
K Agnihotri and justice M M Sundresh issued two weeks notice after a former
wildlife photographer in Zoological Survey of India E Seshan approached the
court stating that Union environment secretary, state secretary of animal
husbandry and fisheries department, state director general of police and Animal
Welfare Board of India have failed to enforce statutory legal prohibition
placed on animal fights under the Prevention of Cruelty to Animals Act.
“Animal fights are blood sports and are extremely cruel.
It is classified as an act of cruelty against animals and is prohibited under
the act,” he submitted.
Seshan said that cock fights are conducted in several
districts of the state while the sheep and goat fights are conducted in the
southern district of Tamil Nadu especially around Madurai during festivals and
functions.
“I submit on many occasions due to negligent conduct of
officials, the organizers of animal fights manage to get permission for holding
such fight right under the eye of law with police protection,” Seshan said.
