HC issues two week notice over March 24 prison clashes

Chennai:
Madras High Court has issued two week notice to state government over a petition seeking judicial enquiry into the alleged March 24 clashes in the Central Prison II in Puzhal here.
The notice was issued by first bench comprising acting chief justice Satish K Agnihotri and M M Sundresh after hearing a petition filed by director of Prisoners Rights Forum P Pugalenthi.
The petitioner alleged that on March 24, around 500 prisoners, detained under The Tamil Nadu Prevention of Dangerous Activities of Bootleggers, Drug Offenders, Goondas, Immoral Traffic Offenders and Slum Grabbers Act 1982, were on hunger strike as their habeas corpus petitions are pending before High Court.
Stating that during his interaction with prisoners in Puzhal jail, he was allegedly told that more than 20 prisoners were seriously injured and about 100 prisoners suffered injuries, Pugalenthi submitted that it is unknown whether all the injured are given proper medical treatment.
He alleged that attack on prisoners who were on hunger protest in Puzhal prison by prison authorities, denial of proper medical treatment to injured prisoners and their solitary confinement in HS1 Block of Central Prison II would amount to custodial torture.
He also alleged that prison officials have least regard for the law laid down by Supreme Court and since they have treated the prisoners with utmost cruelty by denying them proper medical treatment and putting them in solitary confinement, a judicial enquiry deserves to be ordered in the March 24 incident in the prison.
