TN grants sanction for SPVs for 12 smart cities

The 12 smart cities of Tamil Nadu will each have a special purpose vehicle formed under the Companies Act 2013 and will be promoted by the state as well as urban local body jointly with equal shareholding.
According to a Government Order accessed by The New Indian Express, the director of municipal administration or a Secretary Level Officer will be the Chairman of the Special Purpose Vehicle Board while in Chennai, the Commissioner of Chennai Corporation will be the Chairman of the Special Purpose Vehicle, which will have a 50:50 equity share holding by the state and the urban local body.
Each special purpose vehicle, which have been granted administrative sanction, will have five directors and a chairman. The directors will be from Union ministry of urban development, state finance ministry, corporation or municipal commissioner, chief executive officer of SPV and two independent directors.
The chairman will be either the Chennai corporation commissioner or director of municipal administration or secretary level officer.
In order to ensure operational independence and autonomy in decision making, the approval or decision making powers will be made available to the Municipal Administration Department and the matters that require the approval of the State Government may be delegated, respectively, to the Board of Directors of the Special Purpose Vehicle and the State Level High Powered Steering Committee for Smart Cities, on a case-to-case basis, the Government Order stated.
The government has also accorded clearance to form a 10-member city level inter-departmental task force which would have the district collector as chairman. It will have a member convenor who will be municipal commissioner or Corporation commissioner with regards to Chennai. It will have CEO of SPV besides, engineering director of metro water or superintending or executive engineer of TWAD board as member.
Other members will be selected from Tangedco, highways department, assistant director of town and country planning, executive engineer TNHB and slum clearance board and district information officer.
The GO has also constituted the City Level Smart City Advisory Forum for each smart city to advise and enable collaboration among various stake holders. “The district collector or corporation commissioner (for Chennai) will be the chairman with MP being the co-chairman. The members would be MLA, Mayor, City Commissioner (other than Chennai), CEO of SPV, local youth, technical expert and NGO or chanmber of commerce or slum level federation.
The state has also constituted a State Level High Powered Steering Committee with state chief secretary as chairman.
The state has also given administrative sanction for designating chairman and managing director of Tamil Nadu Urban Finance and Infrastructure Development Corporation as the State Mission Director and the Tamil Nadu Urban Finance and Infrastructure Development Corporation as Mission Directorate
