Sidco industrial site on water catchment area runs into trouble

Industrial sites of Small Industries Development Corporation (SIDCO) layout in Vellanur village in Avadi has run into trouble as it is coming up under the catchment area of Red Hills.

Official sources told Express that planing permission has been refused to the industrial layout as these lands are zoned as catchment area.

The development regulations of Second Master plan state that Red Hills and Puzhalal lake are main

sources of water supply to the city.

In order to protect this water source from the negating fact of urban development, contiguous areas in the catchments of these lakes has been declared as catchment area restricted for development, sources said.

It is learnt that few of the industrial plots are proposed in the catchment area which is not permissible.

“We have asked them to revise the layout to comply with the Government Order,” said a CMDA source.

Interestingly, this also highlights the issue where the wetlands or catchment areas are being converted into industrial areas blindly. 

Sources said that since many industrial parks are being set up on the outskirts of the city, utmost care should be given to water bodies, which are key to water security as well as development of the metropolitan area.

It is also learnt that most of the industries that got approval from Industrial Guidance Bureau to set up industries on the outskirts are now seeking exemption of no-objection certificate from district collector for converting wetland to industrial development.

Currently, the major challenge before the industries is the amendment to Town and Country Planning Act 1971. This clause pertains to section 47 A, which was brought in to regulate the development in the non plan area with a view to conserve wetlands. 

At a meeting held few months ago with DTCP officials, industries have opposed Section 47 A which forces them to approach DTCP for getting clearance.

Interestingly, reclassification of land use has been an issue in the development of industries in the state. Sources that the whole land use plan should be reworked and be made water tight so that industries should not be built on residential areas and residences should not be built on industrial areas. This has been one of the demand by industrialists who had set up industries in Ambattur Industrial Estate
