The proposed new amendment to Tamil Nadu Town and Country Planning Act could result in formation of six authorities, according to CMDA sources.
It is learnt that CMDA is proposing to bring in amendments to the Town and Country Planning Act by including regional planning authority, the local planning authority, the urban development authority, the new town development authority, the metropolitan development authority and the special area development authority.
Under the current provision, there are only three new authorities -- regional planning authority, the local planning authority and the the new town development authority.
“The amendments are being brought to make the Act more effective. Earlier, provisions pertain to preparation of plans by the planning authorities whereas new provisions would result in implementation of the proposals and this is where authorities like urban development authority as well as special area development authority would come into play,” sources added.
The proposal also suggests the formation of Chennai Metropolitan Planing Committee which will have persons appointed by the government as well as elected members.
It is being proposed that two- third members shall be elected from Council members of the Municipal Corporations, Municipalities and chair- persons of the town panchayats and Village panchayats in the Chennai Metropolitan Planning Area in proportion to the ratio between the population of the municipal corporations, municipalities, town panchayats and Village Panchayats in that area as per the census data available preceding to the election.
Sources said that urban development authority is being created to ensure proper development or redevelopment of any urban area in the State . This will replace the local planning authority.
