CMDA prepares guidelines to redevelop Chennai as smart city

The North Chennai constituency of R K Puram and the busy T Nagar are likely in race to get the smart city tag as Chennai Metropolitan Development Authority is planning to amend the Town and Country Planning Act to prepare guidelines for redevelopment of the city.

CMDA sources told Express that redevelopment is one of the strategies proposed under ‘Smart City Mission’ as such there is a need to frame guidelines with necessary amendment to Tamil Nadu Town and country Planning Act 1971 to promote and facilitate the redevelopment of old and dense horizontal settlements into vertical developments.

The redevelopment guidelines would focus on sharing undivided share over the properties, proposing common basements for large extents, reduced plot coverage, release of land to form wider roads to enable an efficient road network to ease the traffic by way of re-development.

“The guidelines for redevelopment with suitable incentives would be prepared to provide better amenities and facilities which will enhance the quality of life,” sources said.

Sources says that the focus would be on high dense packets of development apart from the old settlements which lack basic amenities.

Interestingly, this is crucial for the development of a smart city. While officials maintain that they have not zeroed in on any specific location, it is believed that the city could adopt both retrofitting as well as re-development model. 

Retrofitting is planning in an existing built-up area to achieve smart city objective in a minimum of 500 acres. This could have large number of smart applications which can be packed into the retrofitted smart city

While in redevelopment, it will be replacement of existing built-up environment and will result in enabling co-creation of new layout with enhanced infrastructure. This could be done in a minimum of 50 acres. As per re-devlopment, the focus would be to develop layout plan for mixed land use, higher FSI and higher ground coverage.

Sources indicate that the Pan city development plan being prepared for smart city could have both T Nagar and R K Puram. This will focus on how the smart city will provide economic growth as well as improve the quality of life for all including the poor.

“Certain components of smart city is likely to be in T Nagar and some in R K Puram. But this all will depend only after it gets clearance from the state government,” sources added
