Shipping Ministry relaxes Cabotage laws; Car manufacturers in Chennai to benefit

The Shipping Ministry has relaxed cabotage laws for special vessels for a period of five years making it viable for coastal movement of foreign flag ships in Indian waters.

Cabotage is carrying of cargo between two points within a country by a vessel or vehicle registered in another country.

Shipping Ministry in a release said that it has decided to relax cabotage for special vessels such as Roll-On Roll-Off (Ro-Ro), Hybrid Roll-On Roll-Off (Hybrid Ro-Ro), Roll-On Roll-Off cum Passenger (Ro-Pax), Pure Car Carriers, Pure Car and Truck Carriers, LNG vessels and Over-Dimensional cargo or Project Cargo Carriers for a period of five years.

Kamarajar Ennore Port Chairman M A Bhaskarachar said that this would help any foreign flag ship to transfer the cargo of cars to any port in India through coast rather than road and this could help the car manufacturers in transporting the car manufactured in the city to norther parts of India by using foreign flag ship.

“Now cars manufactured in southern India can be shipped to North India by the foreign flag ship,” he said.

Bhaskarachar said that such special vessels like Ro-Ro or Pure Car carriers are in short supply in the country but since they cater to specific class of cargo, their availability will make it possible to shift cargo movement for these commodities from road and rail to coastal shipping.

Due to this relaxation now vessel operators will be allowed to bring foreign flagged vessels of this category to ply on the coastal routes. 

Interestingly, this will held large automobile clusters existing in and around Chennai. 

“We expect a huge response,” said Bhaskarachar.  Interestingly, Kamarajar Port is planning to offer concession on tariffs. “We will be offering reduction in tariffs to boost coastal movement,” he said. 

Not only would availability of Ro-Ro vessels decongest roads and railways, it would also enable a green mode of transport reducing fuel intensity and also reduce carbon emissions
