Chennai Metropolitan Development Authority is formulating guidelines for transfer of development rights (TDR) for 107 heritage buildings.
Sources said that Second Master Plan for Chennai Metropolitan Area have brought in special provisions for conservation of Heritage Buildings.
Sources said the plan is to provide transfer of development rights (TDR), an incentive program, as a tool used in conservation of heritage buildings.
It is suggested that the TDR program can be utilized by the heritage building owners as an option to balance the economic and preservation needs and thus, preserving the heritage and historical building in Chennai.
Sources said that the Development Regulations provide for grant of TDR in cases of loss of Development Rights to the owners of the Heritage Buildings or any unconsumed FSI otherwise the owner could have availed.
“The guidelines for award of TDR will be formulated to facilitate the owners of the Heritage building, to avail the Development Rights lost in the conservation of Heritage Building,” CMDA sources added.
Sujatha Shankar, Convenor of INTACH Chennai Chapter, told Express that the concept of providing TDR to heritage building owners is followed world over. “This is being provided so that they don’t feel lost out on floor space index,” she said.
This will help them gain commercial benefits, she said. Interestingly, TDR in Chennai has not gain momentum. Sujatha says that the rules should be spelt out clearly to make it success.
Interestingly, she of the opinion that the heritage buildings should be put into use commercially. “They could be transformed into heritage hotels or boutiques etc. Even the old railway stations could be converted into malls, ” she says while citing the example of Amethyst and Phoenix Mills in Mumbai.
Interestingly, most of the heritage buildings in the city are being owned by the government departments. Sujatha says Life Insurance Corporation has done a good job while restoring heritage buildings in Kolkata and Mumbai. “They should do that to Bharat Insurance building,” she added.
